II. Cost implications of providing more predictable and adequate conference services to the meetings of regional.
The Secretary-General concludes that a change in the mandate for the provision of such services, the programming of dedicated conference-servicing time and the allocation of related financial resources would be the only means of providing more predictable and adequate conference services to the meetings ibid., paras.

II. Requirements for the provision of more predictable and adequate conference services to the meetings of regionaland other major groupings of Member States.
In section II. A, paragraph 16, of its resolution 57/283 B, the General Assembly had requested the Secretary-General to submit a report on the cost implications of providing more predictable and adequate conference services to the meetings of regionaland other major groupings of Member States.

The Secretary-General concludes that a change in the mandate for the provision of such services, the programming of dedicated conference-servicing time and the allocation of related financial resources would be the only means of providing more predictable and adequate conference services to the meetings ibid., paras. 15 and 16.
In the same report, two proposals for providing more predictable and adequate conference services to the above-mentioned meetings were described.
Providing services for such groups facilitated the work of the Main Committees of the General Assembly and other United Nations bodies, but the Committee on Conferences had not been able to consider the matter further without the report of the Secretary-General on the cost implications of providing more predictable and adequate conference services to the meetings of regional and other major groupings of Member States, which had since been issued A/58/397.

The report of the Secretary-General on cost implications of providing more predictable and adequate conference services to meetings of regional and other major groupings of Member States(A/58/397) was submitted in accordance with General Assembly resolution 57/283 B of 15 April 2003.
In section II A, paragraph 16, of the resolution, the General Assembly requested the Secretary-General to report to the Assembly at its fifty-seventh session on the cost implications of providing more predictable and adequate conference services to the meetings of regional and other major groupings of Member States, for its consideration in the context of the proposed programme budget for the biennium 2004-2005.

Also requests the Secretary-General to submit a separate detailed report to the General Assembly at its fifty-seventh session on the cost implications of providing more predictable and adequate conference services to the meetings of regional and other major groupings of Member States, for its consideration in the context of the proposed programme budget for 2004-2005;
Takes note of the report of the Secretary-General on the cost implications of providing more predictable and adequate conference services to the meetings of regional and other major groupings of Member States32and the related report of the Advisory Committee on Administrative and Budgetary Questions, 6 and notes in this regard that there would be no effect on the budget estimates of the United Nations;
In paragraph 16 the Assembly requested the Secretary-General to submit a separate detailed report at its fifty-seventh session on the cost implications of providing more predictable and adequate conference services to the meetings of regional and other major groupings of Member States for its consideration in the context of the proposed programme budget for the biennium 2004-2005.
Her delegation also hoped that the separate detailed report on the cost implications of providing more predictable and adequate conference services to the meetings of regional and other major groupings of Member States would be submitted to the General Assembly at the second part of its resumed fifty-seventh session for consideration by the Assembly in the context of its consideration of the proposed programme budget for the biennium 2004-2005.
The report had mentioned several options for providing more predictable and adequate conference services to such meetings,and the costing study on those options was in the final stages of preparation.
Having considered the report of the Secretary-General on the cost implications of providing more predictable and adequate conference services to the meetings of regionaland other major groupings of Member States and the related report of the Advisory Committee on Administrative and Budgetary Questions, 6.
Such a mechanism, they said, would among other things provide predictable and adequate funding, transparency, equality in decision-making and operational responsiveness to the conference of the parties.
The level of services would be programmed within the biennial calendar of conferences and meetings, thereby ensuring predictable and adequate services.
It is understood that, should the required resources be provided in the programme budget for the biennium 2004-2005,5 the commensurate level of services would be programmed within the biennial calendar of conferences and meetings for 2004-2005, thereby ensuring predictable and adequate services.
The outcome of the Conference must recognize developing countries' disadvantages and their need to adapt to climate change, and lead to adequate, predictable and sustainable financial resources, transfer of technology, capacity enhancement and adaptation and mitigation efforts.
Promote within the context of the Conference of the Parties of the United Nations Framework Convention on Climate Change, and in the light of this, a transparent, predictable and efficient financial mechanism that ensures the adequate provision of new and sufficient international financial inflows to support our countries' mitigation and adaptation efforts in accordance with the Convention on Climate Change.
The Rio+20 Conference resolved to support and strengthen the implementation of the UNCCD and The Strategy, including through mobilizing adequate, predictable and timely financial resources.
The Global Environment Facility Trust Fund shall provide new, predictable, adequate and timely financial resources to meet costs in support of implementation of this Convention as agreed by the Conference of the Parties.
The Conference invites the WSSD to declare the UNCCD as a global instrument for eradicating poverty and achieving sustainable development and to ensure adequate and predictable financial resourcesand capacity building at national and local levels, particularly for its implementation in Africa.
To that end, the Conference should urge States parties, especially the developed countries, to increase IAEA resources and strengthen its technical and financial capabilities by endowing it with adequate, reliable and predictable funding so that it can carry out its cooperation activities to promote power and non-power applications.
