In our resolve to achieve a satisfactory solution to the question of the reform of the Security Council, it is worth mentioning from the outset that any attempt aimed at tackling the issue should be considered within the provisions of the Charter.
We also believe that we should stop addressing the question of the reform of the Security Council as a comprehensive package whose every aspect hinges upon another.
We wish to restate our support for both the Organization of African Unity(OAU) andNon-Aligned Movement(NAM) positions on the question of the reform of the Security Council.
This is clear evidence of the keen interest that Member States have in the question of the reform of the Security Council and a manifestation of their political will to achieve concrete results in this exercise.
Before I proceed any further, allow me to seize this opportunity to commend Ms. Al-Khalifa's predecessor, Mr. Jan Eliasson,President of the General Assembly at its sixtieth session, who was also very keen on bringing the question of the reform of the Security Council to a successful conclusion.
In this respect,I wish to reaffirm that we attach particular importance to the question of the reform of the Security Council with a view to ensuring its transparency, representative character and effective functioning, in order to better reflect the realities of our contemporary world.
In these times of change, when we are exchanging views about everything we have achieved so far in reforming the Organization, the question of the reform of the Security Council remains an outstanding item.
Addressing the question of the reform of the Security Council and the enhancement of the efficiency of its work, we cannot fail to draw attention to the fact that the four Security Council resolutions on the conflict between Armenia and Azerbaijan have still not been implemented.
On the specific question of the reform of the Security Council, my delegation appreciates the efforts of the Open-ended Working Group on the Question of Equitable Representation on and Increase in the Membership of the Security Council and Other Matters Related to the Security Council. .
We continue to follow with keen interest and participate actively in the ongoing reform process of the United Nations,particularly on the question of the reform of the Security Council, the revitalization of the General Assembly, system-wide coherence, the mandate review and the management reform. .
However, the question of the reform of the Security Council is stuck in its tracks, despite the fact that more than 15 years have elapsed since the General Assembly adopted a resolution establishing an open-ended working group to consider the issue of equitable representation on and increase in the Council's membership.
My delegation welcomes the agreement reached by Member States in early September, within the framework of the report of the Open-ended Working Group on the Question of Equitable Representation on and Increase in the Membership of the Security Council and Other Matters related to the Security Council(A/61/47), whereby we decided to continue consideration of the question of the reform of the Security Council.
In the wake of the upheavals in international relations, nine years ago the General Assembly placed the question of the reform of the Security Council on its agenda and established an Open-ended Working Group to consider all aspects of that issue, with a view to strengthening the Council's effectiveness and reforming its working methods.
However, the question of the reform of the Security Council remains in limbo in the general debates of the Assembly despite the passing of 14 years since the adoption of the General Assembly resolution to establish an open-ended working group to consider the issue of equitable representation and increase in the Council's membership.
Beyond the analysis of the content of the report,this opportunity also enables us to evaluate the question of the reform of the Security Council through the activities of the Open-ended Working Group on the Question of Equitable Representation on and Increase in Membershipof the Security Council and Other Matters Related to the Security Council. .
