While welcoming progress in developing the Shared Environmental Information System(SEIS)to support a regular process of environmental assessment, we invite countries to continue their efforts and to further develop their national information systems to have SEIS in place in the countries of Europe and Central Asia by 2021.
It should contribute to the establishment by the EEA andits partners, following a decision at the Astana Conference, of a regular process of environmental assessment and the development of the Shared Environmental Information System(SEIS) across the region.
The ECE Working Group on Environmental Monitoring andAssessment contributes to establishing a regular process of environmental assessment and the development of SEIS in countries of Eastern Europe, the Caucasus, Central Asia and the Russian Federation, as well as in interested countries of South-Eastern Europe, jointly with EEA and other partners.

According to the draft ministerial declaration(available on the Astana Conference website)the Ministers may decide to establish a regular process of environmental assessment and to develop SEIS across the region that would require, inter alia, building the capacity of countries in Eastern Europe, the Caucasus, Central Asia and South-Eastern Europe to monitor and assess their environment.
