Bosnia and Herzegovina, now for the second year, has lost its right to vote in the General Assembly, due to a lack of funds to pay its dues.
This resolution was supported by all but two Member States, though two others abstained anda number of Member States could not exercise their right to vote in the General Assembly.
Thus, four Member States currently fell under the provisions of Article 19 and did not have the right to vote in the General Assembly. Those States were the Central African Republic, Iraq, Liberia and the Niger.
Seven Member States(Afghanistan, Chad, Kyrgyzstan, Mauritania, the Seychelles, Uzbekistan, and Vanuatu)had since then paid the amounts required to restore their right to vote in the General Assembly.
Mr. Hasan(Iraq)(interpretation from Arabic): Our delegation has been deprived of its right to vote in the General Assembly because my country has not paid its contributions in view of the comprehensive sanctions regime imposed against it.
Unfortunately, due to unforeseen circumstances, Niger has not been able to fully pay its contributions and, as a result,has lost the right to vote in the General Assembly since 1999.
Mr. Hasan(Iraq): My delegation lost its right to vote in the General Assembly for reasons beyond its control- namely,the comprehensive embargo imposed by Security Council resolutions and the freezing of its assets abroad.
That fact was reflected by the greater number of Member States losing their right to vote in the General Assembly under Article 19.
Mr. Hasan(Iraq)(interpretation from Arabic):My delegation lost its right to vote in the General Assembly in accordance with Article 19 of the Charter because we fell behind in our contributions,in view of the sanctions imposed on Iraq and the freezing of Iraqi assets.
We request that the Fifth Committee discuss the possibility of granting Georgia the right to vote in the General Assembly during the fifty-fourth session.
As the“gross” amounts are, in most cases, higher than the net amount of the assessments, this approach tends to reduce the amount of minimum payments that mustbe made by Member States in order to retain or regain their right to vote in the General Assembly.
That participation could be strengthened by removing the current floor rate which would drastically shorten the list of countries having lost the right to vote in the General Assembly in accordance with Article 19 of the Charter.
It felt that countries that were likely to become subject to the application of Article 19 of the Charter should be able to explain their situation to the Committee on Contributions before losing their right to vote in the General Assembly.
All States Members of the United Nations are entitled to participate in the deliberations of the UNEP Governing Council, and have the right to vote in the General Assembly on the outcomes of UNEP Governing Council sessions.
Kyrgyzstan brought to the attention of the Committee its concern regarding the difficult financial situation of the United Nations, its recognition of its obligation to pay assessments in full and on time, and, nevertheless, its inability to rule out the possibility that, in spite of its best efforts, the arrears of Kyrgyzstan would exceed, by January 1996,the amount specified in Article 19 of the Charter as necessary to retain the right to vote in the General Assembly.
One member suggested that payment plans could operate by a procedure similar to minimum payments under Article 19-- a Member under a payment plan would have the right to vote in the General Assembly only as long as it made payments in accordance with the provisions of the plan.
Mr. Noé-Pino(Honduras)(spoke in Spanish): As the Assembly is aware,on 5 January we submitted a request to the President of the General Assembly that Honduras be exempted from the provisions of the first part of Article 19 of the Charter relating to the suspension of the right to vote in the General Assembly.
Many of the countries which were in substantial arrears as a result of economic factors beyond their control, andwhich were in danger of losing their right to vote in the General Assembly under Article 19 of the Charter, were floor countries.
Another view was that, in the case of a natural disaster occurring in a country that pays in full and on time,that country, unlike Honduras, would have at least two years after the disaster during which it could retain the right to vote in the General Assembly without paying any contributions to the United Nations.
Mr. Al-Shahari(Yemen), speaking on behalf of the Group of 77 and China,said that the Group was grateful to all delegations for acting promptly to allow the six States that had requested exemption under Article 19 of the Charter to retain their right to vote in the General Assembly until the end of its sixty-fifth session.
Decides, as a special and temporary arrangement, that the accumulated arrears of the Republic of Iraq were due to conditions beyond its control and that, accordingly,it is inappropriate in this regard to apply Article 19 of the Charter of the United Nations relating to loss of the right to vote in the General Assembly until the sanctions imposed on Iraq by Security Council resolutions are fully or partially lifted.
The right to vote: share gives the right to participate in the vote in the General Assembly.
