At the regional level, cooperation for the protection and preservation of the marine environment is fostered by the UNEP Regional Seas Programme, consisting of 13 regional seas conventions and action plans and five independent partner organizations covering more than 140 coastal States and small island developing States, and a number of regional organizations, such as the Commission of the Convention for the Protection of the Marine Environment of the North-East Atlantic( OSPAR) and the Antarctic Treaty Consultative Meeting.
