As at 15 May 1996, 91 States had deposited their instruments of ratification or accession.
The Protocol, which will allow for the first time the use of electronic consignment notes in international road transport,will enter into force ninety days after five States have deposited their instruments of ratification or accession.

With regard to other States, it shall come into force one month after the date their instruments of ratification or accession are deposited.
The following countries deposited their instruments of ratification or accession since the conclusion of the ninth session of the Committee: Turkmenistan, Zambia, Lao People's Democratic Republic, Haiti, Chad, Swaziland, Nepal, United Kingdom of Great Britain and Northern Ireland, Jordan, Morocco, India, Ghana, Myanmar, Argentina, Burundi, Yemen, Paraguay, Luxembourg and China.
With regard to other States, it shall come into force one month after the date their instruments of ratification or accession are deposited.
This Protocol shall enter into force on the ninetieth day after five of the States referred to in article 7, paragraph 3, of this Protocol,have deposited their instruments of ratification or accession.
For any Contracting Party to the TIR Convention, 1975, ratifying or acceding to this Protocol after five States have deposited their instruments of ratification or accession, this Protocol shall enter into force on the ninetieth day after the said Party has deposited its instrument of ratification or accession. .
At the outset, I would note the very interesting discussions held within the constantly expanding family of States that have deposited their instruments of ratification or accession.
In this connection, the SBI,at its second session,"urged States that had not taken action to become Parties to the Convention to deposit their instruments of ratification or accession by 9 April 1996, so as to be able to participate in COP 2 as Parties from the opening day". On 25 March 1996, the Executive Secretary also sent a communication to States signatories of the Convention drawing their attention to the deadline of 9 April 1996.
As at 9 May 2003, 141 States and1 entity, the European Community, had deposited their instruments of ratification or accession.
It also noted that pursuant to article 8 the Protocol shall enter into force on the 90th day after five of these States have deposited their instruments of ratification or accession.
The present Statute shall apply to the other States one month after the date on which their instruments of ratification or accession were deposited.
The Secretary-General addressed a further note dated 11 January 2002 to States drawing their attention to the previous note inviting nominations and reminding them of the closing date for receipt of nominations andthe requirement that States that were not parties should have deposited their instruments of ratification or accession on or before 11 March 2002.
Regarding the 1995 Agreement for the implementation of the provisions of UNCLOS relating to the conservation and management of straddling fish stocks andhighly migratory fish stocks(1995 Fish Stocks Agreement), 27 States have deposited their instruments of ratification or accession, most recently Brazil and Barbados(see annex I). The annual treaty event to be held during the session of the General Assembly in September 2010 would provide an opportunity for States to deposit their instruments of ratification or accession.
It should be noted that, in accordance with Article 23, States that wish to participate in COP 1 as Parties from the opening day(28 March 1995)should deposit their instruments of ratification or accession by 28 December 1994 at the latest.
This Protocol shall enter into force on the ninetieth day after two of the Parties referredto in Article 10, paragraph 1, of this Protocol, have deposited their instruments of ratification or accession.

This Protocol shall enter into force on the ninetieth day after five of the States referred to in article 3, paragraphs 1 and2 of this Protocol, have deposited their instruments of ratification or accession.
The Secretary-General addressed a further note dated 6 December 1996 to States Parties and observer States, drawing attention to the previous note inviting nominations and reminding them of the closing date for receipt of nominations andthe requirement that States that were not parties should have deposited their instruments of ratification or accession on or before 5 February 1997 in order that candidates nominated by them would be included in the list of candidates for election.
Twelve countries have reportedly declared their intention to sign the Protocol,which will enter into force ninety days after five States have deposited their instruments of ratification or accession.
If at the time of depositing its instrument of ratification or accession a State enters a reservation other than that provided for in paragraph 1 of this article,the Secretary-General of the United Nations shall communicate the reservation to the States which have previously deposited their instruments of ratification or accession and have not since denounced this Agreement.
In this context, the Committee recalled, that the Convention enters into force six month after the date on which five Contracting Parties to the SMGS Agreement have signed the present Convention without reservations or have deposited their instrument of ratification or accession.
