Applicability of the Convention to transboundary groundwaters.
The Meeting of the Parties discussed a proposal by the Chair of the Legal Board related to the application of the principles of the Convention to transboundary groundwaters.

The workshop initiated dialogue and exchange of information on legal and institutional frameworks andmanagement practices with regard to transboundary groundwaters in Eastern Europe, the Caucasus and Central Asia.
Further invites UNESCO IHP to report at the meetings of the Working Group on Integrated Water Resources Management and at the seventh session of the Meeting of the Parties about its activities andthe efforts undertaken to provide assistance to interested Member States to implement the Convention in relation to transboundary groundwaters.
The Meeting of the Parties at its fifth session also entrusted the Legal Board to prepare a preliminary study, jointly with the Working Group on Integrated Water Resources Management, on the application of the principles of the Convention to transboundary groundwaters, to be submitted to the sixth session of the Meeting of the Parties for consideration as whether further action is needed.
The document finally addresses possible options for additional action in the area of application of the principles of the Convention to transboundary groundwaters that could be suggested to the Meeting of the Parties.

The Meeting of the Parties at its fifth session also entrusted the Legal Board to prepare a preliminary study, jointly with the Working Group on Integrated Water Resources Management, on the application of the principles of the Convention to transboundary groundwaters, to be submitted to the sixth session of the Meeting of the Parties for consideration as whether further action is needed.
The Chair of the Legal Board will inform the Working Group about the discussion anddecisions at the Legal Board meeting related to the preparation of a preliminary study on the application of the principles of the Convention to transboundary groundwaters, to be submitted to the sixth session of the Meeting of the Parties to determine whether further action is needed.
In this regard, the United Nations Educational, Scientific and Cultural Organization(UNESCO) will be invited to report about its activities andthe efforts undertaken to provide assistance to interested United Nations Member States to implement the Convention in relation to transboundary groundwaters following the decision on this topic adopted at the sixth session of the Meeting of the Parties decision VI/5.
III. Application of the principles of the Convention to transboundary groundwater.
The agreements with Belarus, Kazakhstan, Mongolia and Ukraine relate,in addition, to transboundary groundwater.
The Legal Board had addressed the application of the principles of the Convention to transboundary groundwater at its seventh, eighth and ninth meetings.
The elaboration of an executive report containing guidance on the implementation of the principles of the UNECE Water Convention with specific regard to transboundary groundwater;
Such explicatory recognition is succinctly presented in this document with a view to providing useful inputs on the application of the principles of the Convention to transboundary groundwater.
Participants strongly supported the need to further study the issue of the application of the principles of the Convention to transboundary groundwater.
Participants discussed various options to provide guidance to the Parties on the issue of the application of the Convention to transboundary groundwater.
