Just for one day( 28.02.2014)was made unauthorized mass action on the part of the Russian Federation.
The author and the other organizers were informed that if they held the meeting on 23 March 2008,it would be considered as an unauthorized mass event.

When the participants arrived at the parking lot next to the venue for the commemoration in Polyai village, police officers demanded that the commemoration be stopped,as in the opinion of the Deputy Head of the Vitebsk District Department of Internal Affairs, it was an unauthorized mass event, i.e. a"picket.
The Committee considers that the legal issue before it is not the question whether theauthor's actions ought or ought not to be qualified as an unauthorized mass event in the sense of the Belarus laws, i.e. its task is not to evaluate the facts and evidence made by the courts of the State party or interpret its domestic legislation.
As a preventive measure, the Office of the Procurator-General on numerous occasions issued official warnings to presidential candidates Sannikov, Statkevich, Rymashevsky, Neklyaev and Romanchuk who,abusing the right to conduct election campaigns, called on citizens to take part in the unauthorized mass event in Minsk on 19 December 2010.

The Sultanate of Oman has put in place numerous national measures to prevent unauthorized parties from gaining access to weapons of mass destruction or materials related to their manufacture.

Therefore the existing Law“On Mass Events in the Republic of Belarus” might be amended with additional clause envisaging liability for the unauthorized“inaction” in a public place.
