The Working Group raised a number of issues which it decided to consider in detail at the second session.

The facilitator reported to the Conference of the Parties on the consultations held in that connection, following which no negotiations on procedures were held, and the Conference of the Parties adopted decision SC-5/19 on procedures andmechanisms on compliance with the Stockholm Convention, by which it decided to consider further at its sixth meeting for adoption the procedures and institutional mechanisms on noncompliance required under Article 17.
The Conference of the Parties adopted decision RC-3/4, by which it decided to consider the issue further at its fourth meeting for adoption based on the draft text elaborated during the meeting, which was annexed to that decision.
Moreover, the Commission adopted a resolution on the advisability of the appointment of a Special Rapporteur on laws that discriminate against women, in which it decided to consider at its fiftieth session in 2006 the advisability of the appointment of such Special Rapporteur, bearing in mind the existing mechanisms, with a view to avoiding duplication.
Recalling also its decision 1995/115 of 24 August 1995, in which it decided to consider at its forty-eighth session how best to carry out its mandate in examining item 6 of its agenda concerning violations of human rights and fundamental freedoms, while taking into account all reliable sources, including the information contained in the reports of special rapporteurs and chairmen-rapporteurs of working groups of the Commission on Human Rights, and requested the Secretariat to make those reports available to the experts who requested them.
Recalling also its resolution 59/145 of 17 December 2004, in which it decided to hold the High-level Dialogue on Financing for Development on 27 and 28 June 2005 in New York, andresolution 59/225 of 22 December 2004, in which it decided to consider, by the first part of 2005, the appropriate modalities for holding the High-level Dialogue, taking into account developments in the preparation for the High-level Plenary Meeting of the General Assemblyto be held from 14 to 16 September 2005.
Recalling its decision 1991/107 of 5 March 1991, by which it decided to consider at its forty-eighth session the text, proposed by the Government of Costa Rica, of a draft optional protocol to the Convention against Torture and Other Cruel, Inhuman or Degrading Treatment or Punishment(E/CN.4/1991/66) intended to establish a preventive system based on visits to places of detention.
At its thirty-ninth session, the Sub-Commission adopted resolution 1987/26, entitled“The role andequal participation of women in development”, in which it decided to consider, at its forty-first and future sessions, and in connection with the item on its agenda entitled“The new international economic order and the promotion of human rights”, a sub-item entitled“The role and equal participation of women in development”.
Reiterated paragraph 17 of its resolution 2006/49, in which it decided to consider ways of strengthening the secretariat of the Forum, within existing resources as well as through increased voluntary extrabudgetary resources, to enable it to fulfil its function more effectively, bearing in mind paragraph 163(b) of the 2005 World Summit Outcome(resolution 60/1);(resolution 2007/40);
