On 11 June, in government-controlled Plotyna(28km north-east of Luhansk), the SMM observed one tank(T64).
At the Krasna Talivka(50km north-east of Luhansk) the SMM spoke with the commander of the Ukrainian border guard service who said the situation was calm.
On 10 April,at the Ukrainian Armed Forces checkpoint in Makarove(19km north-east of Luhansk) the SMM was stopped for almost 20 minutes.
Similar to the previous reporting day, Luhansk region was relatively calm,with the exception of the area south of Stanytsia Luhanska(16km north-east of Luhansk).
On 29 November, in“LPR”-controlled Parkhomenko(30km north-east of Luhansk) the SMM was granted conditional access.
On 16 June, at a Ukrainian Armed Forces-controlled check point, two soldiers informed the SMM that it could not continue further along that road towards Valuiske(government-controlled,22km north-east of Luhansk), without giving any reasons.
Also in Stanytsia Luhanska(24km north-east of Luhansk) the SMM observed no incident of concern on 21 September.
The freedom of movement for civilians betweengovernment and“LPR”-controlled areas on Stanytsia Luhanska(16km north-east of Luhansk) bridge remains an issue.
On 9 November the SMMvisited the village of Nyzhnya Vil'khova(33 km north-east of Luhansk), controlled by Ukrainian forces, and talked to local residents about the situation in the Stanytsia Luhanska area.
The same day, the SMM saw two fresh holes in the south-facing wall at the forward position of the Ukrainian Armed Forces located500m north of the Stanytsia Luhanska bridge(15km north-east of Luhansk).
On 26 April at 09:53hrs, at the government-controlled checkpoint in Makarove(19km north-east of Luhansk), the SMM was stopped by Ukrainian border guard personnel and asked for the citizenships of the patrol members.
He also said that there were 225 cases of Ukrainian citizens from“LPR”-controlled areas crossing into Russia andback into Ukraine from 9 to 10 December via the Milove(108km north-east of Luhansk) crossing point.
In government-controlled Shyrokyi(38km north-east of Luhansk), the SMM met with a staff member(female aged 50)of the village council, who stated that there are currently around 1,400 inhabitants in the village while 2,400 people had lived there before the conflict.
A Ukrainian Armed Forces soldier stopped the SMM at acheckpoint 1km north of government-controlled Plotyna(28km north-east of Luhansk) and demanded to inspect the trunk of one of the SMM's vehicles.
In government-controlled Krasna Talivka(50km north-east of Luhansk), three civilians(female, aged 45-65) told the SMM that there were areas around the village mined since 2014, and that locals were afraid to cultivate the fields.
About 50m north of the Ukrainian Armed Forces forwardposition north of the Stanytsia Luhanska bridge(15km north-east of Luhansk), the SMM saw the body of a deceased man(aged 70-80) lying on the asphalt.
On 14 September in government-controlled Bilovodsk(74km north-east of Luhansk), the SMM met the head of the district administration who told the SMM that there were 35,000 registered internally displaced persons(IDPs) in the district which considerably exceeds the number of inhabitants- 24,000.
A representative of the Ukrainian Armed Forces told the SMM that it was not allowed to monitor the further movement of self-propelled152mm howitzer from government-controlled Stanytsia Luhanska(88km north-east of Luhansk) towards a northerly direction.
On 14 September in government-controlled Bilovodsk(74km north-east of Luhansk), the SMM met the head of the district administration who told the SMM that there were 35,000 registered internally displaced persons(IDPs) in the district which considerably exceeds the number of inhabitants- 24,000.
On four separate occasions, two each on 23 and 24 July, armed members denied SMM passage at the“LPR” checkpointimmediately south of Stanytsia Luhanska bridge(16km north-east of Luhansk) when the SMM refused to show its patrol plan(in the Russian language).
At the checkpoint of the armedformations south of the Stanytsia Luhanska bridge(15km north-east of Luhansk), a representative of an international organization told the SMM that a 35-year-old man had died from natural causes at a bus stop nearby after travelling across the contact line.
In Luhansk region, the SMM observed a high number of ceasefire violations, with 266 explosions recorded during the night of 5 June in government-controlled Stanytsia Luhanska(16km north-east of Luhansk) as compared to none on both 4 and 5 June, but fewer than on 3 June.
Near a Ukrainian Armed Forces compound between Stanytsia Luhanska and Malynove(16 and19km north-east of Luhansk, respectively), on 23 July, the SMM noticed six new mine hazard signs- white board with“Mines” written in Cyrillic- recently placed on the side of the main road.
The head of the village council told the SMM that the border crossing point 8km away from the village had been closed since March 2015(see SMM Daily Report 9 September 2015) and residents needed to go to theborder crossing point in government-controlled Milove(108km north-east of Luhansk)- 220km away from the village- to cross into the Russian Federation.
Near Shyrokyi(government-controlled, 38km north-east of Luhansk), a representative of an international demining organization told the SMM that the team of three deminers present(all wearing clothing marked with the international organization's logo) were marking mines on the western and eastern sides of road T-1314.
On 14 July, an SMM mini-UAV spotted a metallic triangular-framed mast with a camera installed atop(not seen in imagery from 14 June 2019), about 340m north-west of the former positions of the Ukrainian Armed Forces near the railway bridge about650m east-north-east of the Stanytsia Luhanska bridge(15km north-east of Luhansk).
The director of the Luhansk regional centre for free legal aid in Milove(government-controlled,108km north-east of Luhansk) informed the SMM that the newly-arisen cases the centre is dealing with are related to charges under crimes against the state, terrorist actions and illegal crossing of the border with the Russian Federation.
On 28 June, in government-controlled Stanytsia Luhanska(16km north-east of Luhansk) the SMM talked with personnel at the Ukrainian Armed Forces checkpoint at the Stanytsia Luhanska bridge, who noted that electricity outages had continued for the fourth day in Stanytsia Luhanska, and that mobile phone service has also been negatively impacted by this utility outage.
While positioned on the makeshift wooden structure connecting thepieces of the destroyed Stanytsia Luhanska bridge(16km north-east of Luhansk), the SMM heard one shot of small-arms fire 300m east of its position, and whilst north of the bridge, the SMM heard a single burst of machine gun fire, 600m north-west of its position.
Two women in their fifties from government-controlled Nyzhnia Vilkhova(26km north-east of Luhansk) told the SMM that although the security situation had been calm in the village for the last two days, they heard firing every night outgoing from the direction of government-controlled Stanytsia Luhanska(16km north-east of Luhansk).
