The SMM alsonoted that the training area near“LPR”-controlled Kruhlyk(31km south-west of Luhansk) was empty.
While visiting“LPR”-controlled Perevalsk(40km south-west of Luhansk), a shopkeeper told the SMM that the majority of her stock came from the Russian Federation.
However, the SMM also noted 28 undetermined explosions5km east of its position in“LPR”-controlled Alchevsk(40km south-west of Luhansk).
On 19 September, in the area of"LPR"-controlled Kruhlyk(31km south-west of Luhansk), the SMM observed 28 tanks(T64 and T72).
In“LPR”-controlled Perevalsk(40km south-west of Luhansk), the head of the local“prosecutor's office” told the SMM that she had already hired staff, and the“election” of“judges” was ongoing.
The centre of the affected area around Izvestkova Street(7.5km south-west of Luhansk city centre) was most impacted.
In“LPR”-controlled Mala Yurivka(32km south-west of Luhansk), local villagers confirmed that approximately 100“LPR” armed members had recently conducted training exercises and left the area one week ago.
The SMM visited the vicinity of a military training camp near Uspenka(“LPR”-controlled,23km south-west of Luhansk), which was guarded by two armed“LPR” members.
In“LPR”-controlled Illiriia(30km south-west of Luhansk), local residents expressed their dissatisfaction with the exercises, in particular they complained about the behaviour of intoxicated“LPR” members.
On 27 December,the SMM visited the railway station in“LPR”-controlled Alchevsk(40km south-west of Luhansk) and spoke with the rail dispatcher(woman, approximately 40 years old).
The repair works included replacing isolators on towers which support high voltage power lines,which provide electricity to a substation near“DPR”-controlled Debaltseve(71km south-west of Luhansk).
In“Lugansk People's Republic”(“LPR”)-controlled Hannivka(38km south-west of Luhansk), the SMM heard 12 explosions at 3 to 5km to the north-west.
In the morning of 31 January, the SMM saw a convoy of 11 military-type trucks(one Ural, ten Kamaz)heading north-east near“LPR”-controlled Bile(22km south-west of Luhansk).
On 3 January,armed“LPR” members in an area north of Troitske(31km south-west of Luhansk), told the SMM to leave the area and threatened to open fire on the SMM if they did not comply.
The Ukrainian Major-General said that currently there was intense fighting all along the contact line and that Ukrainian Armed Forces had been pushed back by 4km in the area of Chornukhyne(63km north-east of Donetsk, 8km east of Debaltseve,73km south-west of Luhansk,“LPR”-controlled).
The director of a coalmine in“LPR”-controlled Bilorichenskyi(31km south-west of Luhansk) told the SMM that the coalmine had ceased deliveries to government-controlled areas in June 2014.
The commander stated that they had apprehended a number of individuals suspected of looting abandoned properties and that, after they inflicted a“traditional Cossack punishment” on them, which he described as a form of beating,the suspects were handed over to the regional administration in“LPR”-controlled Lutuhyne(21km south-west of Luhansk).
On 2 April,the SMM visited the village administration in“LPR”-controlled Illiriia(30km south-west of Luhansk) and met the local Cossacks commander, his deputy as well as a village administration official.
In“LPR”-controlled Bile(22km south-west of Luhansk), the SMM spoke with 24 women(40-70 years old) and five men(40-60 years old) who explained that most of them had stopped receiving their pensions in July 2015 and that there was a lack of employment opportunities due to the closing of mines.
The SMM visited a soupkitchen in“Lugansk People's Republic”(“LPR”)-controlled Petrivske(43km south-west of Luhansk), where a female employee said 130 unemployed people were provided with a free meal once a day.
In“LPR”-controlled Verhulivka(62km south-west of Luhansk), the SMM spoke with the deputy director of a coal mine, who said that since the conflict began, they had been unable to supply coal to power plants in government-controlled areas and they have acquired no new customers.
On 29 June, three staff(women, middle-aged) of the village council's office in Buhaivka(“LPR”-controlled,38km south-west of Luhansk) told the SMM that an international aid organisation visits the village once every two to three months and raises mine awareness among children.
In Miusynsk(“LPR”-controlled, 62km south-west of Luhansk) the SMM met a member of the“municipal council” who said that, as of 1 July, six of the seven coal mines are expected to resume extracting activities.
The SMM met the“head” of the“village council” in Tsentralnyi(“LPR”-controlled,60km south-west of Luhansk) who said that the“village council” had registered damage to 358 houses and that the village was in need of construction materials for repair of roofs and windows.
In“LPR”-controlled Khrustalne(57km south-west of Luhansk) two men in civilian clothes who got out from a white vehicle with Georgian licence plates and claimed to be from the“state security service”, approached the SMM and asked for the patrol plan and identification of the members of the patrol.
On 28 September, in“LPR”-controlled Stepanivka(61km south-west of Luhansk) armed“LPR” members stopped the SMM at a checkpoint and instructed them to return to the main road, further away from the contact line.
The SMM spoke to five male residents(between 25-50 years old)in“LPR”-controlled Hrushove(52km south-west of Luhansk) who said that they were facing problems with irregular water supply, shortage of medicines, difficulties with receiving permits when traveling to government-controlled areas, and high food prices.
The head of the“village administration” in“LPR”-controlled Krasnyi Kut(55km south-west of Luhansk) informed the SMM that the“village administration” had received a letter from the head of“LPR”-controlled Antratsyt(51km south-west of Luhansk)“district administration” stating that the“district administration” must pre-approve any SMM visits to the village.
The SMM observed a railway bridge three kilometres south-west of Popasna(government-controlled, 69km west of Luhansk) that had been damaged by an explosion caused by an improvised explosive device, consisting of at least two artillery shells(152mm).
The SMM observed that the overall situation in the Luhansk region remained generally calm, but whilst at a location 1 kilometrenorth of Trokhizbenka(government-controlled, 33km north-west of Luhansk) it heard 150 outgoing explosions, at approximately 10-15km south-west of is position.
