We intend to further develop the Mediterranean Dialogue(MD) by raising its political and practical dimensions, in order to build mutual confidence and to deal together with the common security challenges in this region;
Students from about 80 different nations attend classes in Oberammergau, including members of the alliance's Partnership for Peace programme,nations composing the Mediterranean Dialogue and the Istanbul Conference Initiative, and other Partner nations.
Another important issue discussed at the Mediterranean Dialogue table was piracy, in connection to the NATO support to the World Food Programme.
We stand ready to consider, on a case-by-case basis, new requests from countries in these regions, including Libya, for partnership and cooperation with NATO,taking into account that the Mediterranean Dialogue and the Istanbul Cooperation Initiative are natural frameworks for such requests.

On the basis of NATO's decision in October 2013, following a request by the Libyan authorities, we continue to stand ready to support Libya with advice on defence and security institution building and to develop a long-term partnership,possibly leading to Libya's membership in the Mediterranean Dialogue, which would be a natural framework for our cooperation.
This programme- the Mediterranean Dialogue- was set up in 1994 to contribute to regional security and stability and to achieve better mutual understanding between NATO and its Mediterranean partners.
First, if it works under the patronage of the existing North Atlanticalliance within the framework of the revitalization of NATO's programs- the Mediterranean Dialogue(founded in 1994) for the countries of the Arab Maghreb and the Istanbul Initiative(founded in 2004) for some countries of the Arab Mashreq.
The Mediterranean Dialogue Work Programme has been gradually expanded from more than 100 activities in 2004, to about 800 in 2008, 85% of which include military activities, in addition to Public Diplomacy, Civil Emergency Planning and Crisis Management.
In accordance with our Wales decision, we are ready to provide Libya with advice in the field of defence and security institution building, following a request by the Government of National Accord, and to develop a long-term partnership,possibly leading to Libya's membership in the Mediterranean Dialogue, which would be a natural framework for our cooperation.
