(b) ensuring coherence in the application of the accessibility requirements set out in Article 3;
Member States shall ensure, in accordance with paragraphs 2, 3 and 5 of this Article and subject to Article 14, that economic operators onlyplace on the market products and only provide services that comply with the accessibility requirements set out in Annex I.
A description of how the relevant accessibility requirements set out in Annex I are met by the service.
The Commission may adopt implementing acts establishing technical specifications that meet the accessibility requirements set out in Article 3.
(c) expressing an opinion on exceptions from the accessibility requirements set out in Article 3 in cases that are considered to be necessary, after receiving the Commission request.

(20a) In order to ensure a better functioning of the internal market,national authorities should make use of the accessibility requirements set out in this Directive when applying the accessibility-related provisions in the Union legal acts referred to in this Directive.
The Commission shall adopt implementing acts establishing a methodology for monitoring the conformity of websites andmobile applications with the accessibility requirements set out in Article 4.
In the event of deficiencies being identified, a mechanism to provide data andinformation on compliance with the accessibility requirements set out in Article 4 in a format which can be used by public sector bodies to correct those deficiencies; and.
They shall cooperate with that authority, at its request,on any action taken to ensure compliance of products which they have placed on the market with the accessibility requirements set out in Article 3.
Additionally, microenterprises, due to their size, resources and nature,should not be required to comply with the accessibility requirements set out in this Directive or be obliged to use the procedure laid down in Article 12 in order to be exempted from the obligations of this Directive.
Regulation(EU) No 1025/2012 also provides for the procedures for objections to harmonised standards where those standards do not entirely satisfy the accessibility requirements set out in this Directive.
On the other hand, it is necessary to enable economic operators to implement the accessibility requirements set out in this Directive efficiently, in particular by taking into account the lifetime of self-service terminals, ticketing machines and check-in machines.
Member States shall lay down penalties for failure by websites run by public bodies to comply with the accessibility requirements set out in this Directive.
Member States shall take the necessary measures to raise awareness of the web accessibility requirements set out in Article 3(1), their benefits to users and website owners and of the possibility to lodge complaints in cases of non-compliance with the requirements of this Directive, as set out in Article 7a.
Therefore, this Directive should oblige Member States to include the built environment used in the provision of the services under the scope of this Directive,ensuring compliance with the accessibility requirements set out in Annex X.
With the purpose of, notably,ensuring that relevant authorities implement the same accessibility requirements independently of the type of regulated website, the accessibility requirements set out in this Directive should be aligned to those of the proposed Directive on the accessibility of public sector bodies' websites.
Therefore, this Directive should oblige Member States to include the built environment used in the provision of the services under the scope of this Directive,ensuring compliance with the accessibility requirements set out in Annex X.
Member States shall take measures to facilitate the application of the accessibility requirements set out in Article 4 to other types of websites or mobile applications apart from those referred to in Article 1(2) and, in particular, to websites or mobile applications covered by existing national laws on accessibility. .
Member States shall ensure that the products and services referred to in Article 1(1) and 1(2)comply with the accessibility requirements set out in Annex I in accordance with paragraphs 2 to 9 of this Article.
The accessibility requirements set out in this Directive should not apply to content which is to be found exclusively on mobile devices, or to user agents for mobile devices, which are developed for closed groups of users or for specific use within certain environments and which are not available to and used by large parts of the public.
With the purpose of, notably, ensuring that relevant authorities implement the same accessibility requirements independently of the typeof regulated website and mobile applications, the accessibility requirements set out in this Directive should be aligned to those of Directive(EU) 2016/2102.
Member States shall take the necessary measures to raise awareness of the web accessibility requirements set out in Article 3(1), their benefits to users and website owners and of the possibility to lodge complaints in cases of non-compliance with the requirements of this Directive, as set out in Article 7a.
With the purpose of, notably, ensuring that relevant authorities implement the same accessibility requirements independently of the typeof regulated website and mobile applications, the accessibility requirements set out in this Directive should be aligned to those of Directive(EU) 2016/2102.
Member States shall ensure that information held by market surveillance authorities concerning the compliance of economic operators with the applicable accessibility requirements set out in Article 3 and the assessment of the exceptions provided for in Article 12, is made available to consumers upon request and in an accessible format, except where that information cannot be provided for reasons of confidentiality as provided for in Article 19(5) of Regulation(EC) No 765/2008.
Where no reference to harmonised standards has been published in the Official Journal of the European Union in accordance with Regulation(EU) No 1025/2012, and where further detail for the accessibility requirements of certain products andservices would be needed for harmonisation of the market, the Commission may adopt implementing acts establishing common technical specifications('CTS') for the accessibility requirements set out in Annex I to this Directive.
A description of, and a link to, a feedback mechanism enabling any person to notify the public sector body concerned of any failure of its website ormobile application to comply with the accessibility requirements set out in Article 4 and to request the information excluded pursuant to Article 1(4) and Article 5; and(c).
The functional accessibility requirements set in the Directive are given in terms of general objectives.
