The participants may request from the Contracting Authority a clarification on the decision, the contract notice,the terms of reference for the public procurement and the descriptive document, in writing, up to 10 days before the deadline for submission of the design proposals.

Where the contracting authorities exercise the option of reducing the number of solutions to be discussed or of tenders to be negotiated, as provided for in Articles 29(4) and 30(4), they shall do so by applying the award criteria stated in the contract notice,in the specifications or in the descriptive document.
However, such clarification, specification, optimisation or additional information may not involve changes to the essential aspects of the tender or of the procurement, including the needs andrequirements set out in the call for competition or in the descriptive document, where variations to those aspects, needs and requirements are likely to distort competition or have a discriminatory effect.
Where contracting authorities exercise the option of reducing the number of tenders to be negotiated as provided for in Article 27(5) or of solutions to be discussed as provided for in Article 28(4), they shall do so by applying the award criteria stated in the contract notice,in the specifications or in the descriptive document.
