A very high number of applications for international protection for which a Member State is responsible may be an indication of disproportionate pressure.
That has exacerbated disproportionate pressure on southern countries like Greece or Italy.
The Agency shall assess the readiness of Member States to meet challenges from possible disproportionate pressure on their asylum and reception systems.
The large number of arrivals in 2015(see Figure 3) created disproportionate pressure on the EUŐs external borders in Greece and Italy, resulting in the need for EU support for their border management and asylum systems.
A disproportionate number of applications for international protection for which a Member States is responsible may be an indication of disproportionate pressure.
Assistance by the Commission, Frontex and Member States on a voluntary basis,to Member States which face specific and disproportionate pressures, in order to ensure the effectiveness of their return policies towards certain third countries.
Member States may request the Agency for assistance in implementing their obligations with regard to asylum, in particular when their asylum andreception systems are subject to disproportionate pressure.
The Agency shall assess the capacity andreadiness of Member States to meet challenges from possible disproportionate pressure on their asylum and reception systems without prejudice to the competences of the Commission as provided for in the Treaties.
(g) provide effective operational and technical assistance to Member States, with a view to guaranteeing high standards and respect of fundamental rights,in particular when they are subject to disproportionate pressure on their asylum and reception systems;
Where no such request is made, and because of the disproportionate pressure the asylum system in a Member State becomes ineffective to the extent of jeopardising the functioning of Common European Asylum System, the Agency may, based on an implementing decision of the Commission, take measures in support of that Member State.
(g)provide effective operational and technical assistance to Member States,in particular when they are subject to disproportionate pressure on their asylum and reception systems;
(15) In cases where there is a specific and disproportionate pressure at the external borders, the European Border and Coast Guard Agency should, at the request of a Member State or on its own initiative, organise and coordinate offer to a Member State to assist with rapid border interventions and deploy European Border and Coast Guard Teams from a rapid reserve pool as well as technical equipment.
(d) assist, where possible,the Member States in preparing their contingency planning for measures to be taken to deal with possible disproportionate pressure on their asylum and reception systems;
Ensuring Member States apply the standards and indicators on reception conditions developed by the European Asylum Support Office and draw up and constantly update contingency plans to ensure sufficient and adequate reception capacity,including in situations of disproportionate pressure;
The Agency may request Member States to provide it with their contingency planning for measures to be taken to deal with such possible disproportionate pressure and shall assist Member States to prepare and review their contingency planning, in accordance with Article 16, where necessary.
(10)The resources of the Asylum, Migration and Integration Fund should be mobilised to provide adequate support to Member States' efforts in applying this Regulation,in particular to those Member States which are faced with specific and disproportionate pressures on their asylum and reception systems.
(g)provide effective operational and technical assistance to Member States,in particular when they are subject to disproportionate pressure on their asylum and reception systems;
(16)To facilitate and improve the proper functioning of the CEAS and to assist Member States in implementing their obligations within the framework of CEAS, the European Union Agency for Asylum should provide Member States with operational and technical assistance, in particular when their asylum andreceptions systems are subject to disproportionate pressure.
However, we shall soon need to be bold and show the same solidarity within the EU by creatingan internal refoulement programme, in order to mitigate the disproportionate pressure on certain Member States, compared with others.
The Agency shall initiate a monitoring exercise for the assessment of the asylum or reception systems of a Member State on its own initiative or at the request of the Commission, whenever there are serious concerns regarding the functioning of any aspect of that Member State's asylum or reception systems orits capacity and readiness to meet challenges of a disproportionate pressure which could jeopardise the functioning of the CEAS.
Reform the Dublin system to make it more transparent and enhance its effectiveness,while providing a mechanism to deal with situations of disproportionate pressure on EU Member States' asylum systems;
(13) The resources of the Asylum, Migration and Refugee Fund should be used to provide adequate support to Member States' efforts in implementing the standards set by the Regulation,in particular to those Member States which are faced with specific and disproportionate pressure on their asylum systems, due in particular to their geographical or demographic situation.
(6) The resources of the Asylum, Migration and Integration Fund and of the European Union Agency for Asylum should be mobilised to provide adequate support to Member States' efforts in implementing the standards set in this Directive,including to those Member States which are faced with specific and disproportionate pressures on their asylum systems, due in particular to their geographical, economic or demographic situation.
(11) The resources of the European Refugee Fund and of the European Asylum Support Office should be mobilised to provide adequate support to Member States' efforts in implementing the standards set in the second phase of the Common European Asylum System,in particular to those Member States which are faced with specific and disproportionate pressure on their asylum systems, due in particular to their geographical or demographic situation.
This will include the possibility to deploy asylum support teams from a reserve of experts composed of a minimum of 500 experts from Member States and experts seconded by the Agency, as well as a capacity to provide operational andtechnical assistance in cases where a Member State is subject to disproportionate pressure which places exceptionally heavy and urgent demands on its asylum or reception systems.
(6) The resources of the European Refugee Fund and of the European Asylum Support Office should be mobilised to provide adequate support to Member States' efforts in implementing the standards set in the second phase of the Common European Asylum System,in particular to those Member States which are faced with specific and disproportionate pressures on their asylum systems, due in particular to their geographical or demographic situation.
(8) It is necessary for the resources of the European Refugee Fund and of the European Asylum Support Office to be mobilised, inter alia, to provide adequate support to the Member States' efforts relating to the implementation of the standards set in the second phase of the Common European Asylum System,in particular to those Member States which are faced with specific and disproportionate pressures on their asylum systems, due in particular to their geographical or demographic situation.
