Systematic legislative measures and obligations from the strategic documents of the Supreme Court of Cassation, especially in enforcement matter,with the support of the European Union through the Pre-accession assistance project"Judicial Efficiency Project" enabled the decrease in the number of enforcement cases in 2016 compared to 2015- by 811,322 enforcement cases.
The main goal of the Judicial Efficiency Project is improving the performance of judicial bodies and their ability to measure performance through standardisation of working processes and procedures, introduction of new and improved methodologies, better communication with the public, enhancement of professional competencies and revision of the legislative framework.
This is of particular importance for Serbia as judicial reform is a fundamental step in the EU pre-accession process. Along with several other projects, such as the backlog reduction,the promotion of mediation is part of the on-going EU-funded endeavour Judicial Efficiency Project. That cooperation will be of great benefit for Serbia on its way to a full EU membership.As a result of the study tour, the Judicial Efficiency Project will intensify its work with Serbian institutions in the area of alternative dispute resolution, and aim to further improve the legislative framework and mediation practice in line with Action plan for Chapter 23.
Improvement of Information and Communication Technology in courts and public prosecutors' offices has continued, however there is still a problem with the parallel operation of multiple incompatible systems,making it difficult to monitor the statistical parameters of judicial efficiency, the exchange of information between courts and public prosecutors' offices, parties' insight into the status of the case, as well as the duration of proceedings.
The project is implemented by a consortium ledby the British Council. Thanks to a very intense cooperation between the"Judicial Efficiency" project team, the Supreme Court of Cassation, Ministry of Justice, the joint work of all relevant institutions of Serbian judiciary and commitment of the courts, a remarkable result was achieved: almost 1 000 000 of old enforcement cases were closed, as stated in the Annual Report of the work of the Courts.
