The next item is the debate on the report by Mr Kreissl-Dörfler on behalf of the Committee on Civil Liberties, Justice andHome Affairs, on the amended proposal for a Council directive on minimum standards on procedures in Member States for granting and withdrawing refugee status(14203/2004- C6-0200/2004- 2000/0238(CNS)) A6-0222/2005.
I would like to mention the Council Directive on minimum standards on procedures in Member States for granting and withdrawing refugee status, which aims to provide a level playing field common to all Member States.
In this context, it is vital that the Council ensures the adoption, before the end of 2003, of the outstanding basic legislation, namely the proposal for a Council directive on minimum standards for the qualification and status of thirdcountry nationals and stateless persons as refugees or as persons who otherwise need international protection, andthe proposal for a Council directive on minimum standards on procedures in Member States for granting and withdrawing refugee status.

One of the main reasons why I reject the report is that it plans to extend the scope of the Directive on minimum standards for procedures.
RO Mr President, I, too,feel it is important to recast Directive 2005/85/EC as the process for establishing minimum standards on asylum procedures must be fairer and more efficient.
