The next item is the report(A5-0232/2001) by Mrs Niebler, on behalf of the Committee on Industry, External Trade, Research and Energy, on the proposal for a decision of the European Parliament andof the Council on a regulatory framework for radio spectrum policy in the European Community COM(2000) 407- C5-0449/2000- 2000/0187COD.
The telecoms package adopted last year must form the basis of our radio spectrum policy because it also stipulates that the spectrum management of the EU and its Member States must take equal account of cultural, social and economic interests.
The Group shall assist and advise the Commission on radio spectrum policy issues, on coordination of policy approaches and, where appropriate, on harmonised conditions with regard to the availability and efficient use of radio spectrum necessary for the establishment and functioning of the internal market.
On 10 November 1999 the Commission presented a communication to the European Parliament, the Council, the Economic and Social Committee andthe Committee of the Regions proposing the next steps in radio spectrum policy on the basis of the results of the public consultation on the Green Paper on radio spectrum policy in the context of European Community policies such as telecommunications, broadcasting, transport and research and development R& D.
Following the publication of its Green Paper on Community radio spectrum policy('), which was endorsed by the Economic and Social Committee on 28 April(2) and by the European Parliament on 4 May(3), the Commission carried out a public consultation and presented its results in a communication adopted on 10 November 4.
With a view to contributing to the formulation, preparation andimplementation of Community radio spectrum policy, and without prejudice to the procedures set out in this Article, the Commission shall consult the Radio Spectrum Committee periodically on the matters covered by Article 1.
However, although it acknowledges that it would be advisable to further harmonise Community radio spectrum policy to an extent, as far as pan-European services and applications are concerned, it does not accept the European Commission' s proposal for a new regulatory framework at pan-European level, considering this to be both premature and hurried.
