HARMONISED TECHNICAL SPECIFICATIONS.
The system thus determined shall be indicated in the mandates for harmonised standards and in the harmonised technical specifications.
HARMONISED TECHNICAL SPECIFICATIONS.
Threshold level” means a minimum or a maximum performance level of a construction product,determined in the harmonised technical specifications.

As a consequence of this, the role of harmonised technical specifications is to provide test or calculation methods which should be the most appropriate ones for assessing and verifying constancy of the performances of the respective products.
The essential characteristics for specific construction products are laid down in harmonised technical specifications and for suspended ceilings these are defined in EN 13964 Suspended Ceilings- Requirements and Test Methods.
Moreover, the specific role and meaning of the harmonised technical specifications, i.e. harmonised standards and EADs, are also clarified: they should be based on the concept of performance.
Without further testing: in the same way, on the basis of a number of tests carried out by a third party, and under certain conditions,to be defined in the harmonised technical specifications or by a Commission decision, the product must be considered without further testing, as being suitable for a specific use or able to reach a specific level or class of performance;
The European standardisation bodies may set in harmonised technical specifications the conditions under which a product shall be deemed to satisfy a certain level or class of performance without testing or without further testing.
Besides, European standardisation bodies and Technical Assessment Bodies are encouraged to replace testing in the harmonised technical specifications by other less onerous methods, such as descriptive methods, and to introduce classes, as far as possible, in the harmonised standards in order to facilitate the use of the concepts“without testing” or“without further testing”.
This is achieved by a system composed of two main elements: on the one hand,a set of harmonised technical specifications, harmonised standards and European Assessment Documents(EAD), providing the methods for assessing the performance of the products and, on the other hand, a number of Notified and Technical Assessment Bodies designated in conformity with strictly defined technical criteria, which contribute to the correct application of such methods.
It is therefore important to support the establishment of harmonised technical specifications which, given the necessary emphasis on health and safety issues, also allow the single market to be consolidated.
This common technical language is set out in the harmonised technical specifications(harmonised European standards(hEN) and European Assessment Documents(EAD)) developed under this Regulation.

Article 64 also empowers the Commission, with the support of BEREC,to establish harmonised technical specifications for certain wholesale access products to meet the demand for cross-border communications, in particular from business users, in cases where the absence of such harmonised products hinders the internal market.
This amendment reflects the wishes of the Parliament to include,both into mandates and harmonised technical specifications, information on the“envisaged generic use”(which obviously is the same concept as“generic intended use” previously utilised by the Parliament and would therefore need to be replaced by“intended end use”, as explained above under Article 16(2)(cf. Amendment 61)).

The responsible TAB shall inform the manufacturer if the product is covered,fully or partially, by another harmonised technical specification.
However, reference to the relevant harmonised technical specification is not required in the following cases of essential characteristics.
The construction product he places on the market corresponds to the product-type of another construction product, manufactured by another manufacturer andalready tested in accordance with the relevant harmonised technical specification.
The construction product he places on the market shares the product-type with another construction product, manufactured by another manufacturer andalready tested in accordance with the relevant harmonised technical specification.
Intended end use” means one of the end uses of construction products as listed in Annex VI of this Regulation orotherwise defined in the respective harmonised technical specification;
The construction product he places on the market is a system made of components, which he assembles duly following precise instructions given by the provider of such a system or of a component thereof, who has already tested that system or that component for one orseveral of its essential characteristics in accordance with the relevant harmonised technical specification.
