Support for pigmeat sector.
Part of this budget will be dedicated to the dairy and pigmeat sectors.

(a) Applicants for import licences must be natural or legal persons who,at the time applications are submitted, can prove to the satisfaction of the competent authorities in the Member States that they have been active in trade with third countries in products in the pigmeat sector for at least the preceding 12 months.
Whereas Commission Regulation(EC) No 1590/94(12), as last amended by Regulation(EC) No 691/97,lays down detailed rules for application in the pigmeat sector of the arrangements provided for in the Interim Agreements between the Community and Bulgaria and Romania; whereas since it is replaced by this Regulation it should be repealed;
Union scales for the classification of carcasses shall apply in accordance with, respectively, points A and B of Annex IV in the beef andveal sector as regards carcasses of bovine animals aged eight months or more and in the pigmeat sector as regards pigs other than those that have been used for breeding.
Whereas Commission Regulation(EEC) No 2698/93(10), as last amended by Regulation(EC) No 691/97(11),lays down detailed rules for application in the pigmeat sector of the arrangements provided for in the Interim Agreements between the European Economic Community and Poland, Hungary, and the former Czech and Slovak Federative Republic; whereas since it is replaced by this Regulation it should be repealed;
Whereas, in order to ensure proper administration of the system, the security for import licences under the said system should be fixed at ECU 30 per 100 kilograms; whereas,in view of the risk of speculation inherent in the system in the pigmeat sector, precise conditions governing access by traders to the said system should be laid down;
The Commission may decide to open public intervention in the pigmeat sector when the average Community market price for pig carcasses as established by reference to the prices recorded in each Member State on the representative markets of the Community and weighted by means of coefficients reflecting the relative size of the pig herd in each Member State, is, and is likely to remain, at less than 103% of the reference price.
The Russian ban is not the only cause of the difficult economic situation faced by the EU milk and the pigmeat sector where there is a significant pressure on prices.
Whereas provision for a refund on exports to third countries equal to the difference between prices within the Community and on the world market would serve to safeguard Community participation in international trade in pigmeat; whereas, in order to give Community exporters a certain amount of security as regards the stability of refunds,provision should be made to enable refunds in the pigmeat sector to be fixed in advance;
The Council took note of a proposal by Belgium for a European mechanism allowing to cope with the current situation in the pigmeat sector, where primary producers face low prices combined with high input cost(8814/11).
Against the backdrop of the current economic climate and the rising cost of food prices,it is critical that we do our utmost in Ireland to defend the Irish pigmeat sector, which operates to the highest European Union and international standards.
