(b) To review and endorse the draft compilers guide by 2013;
Work on the Compilers Guide(see sect. II above) was one of the main agenda items.
The task of the expertgroup will be finished with the completion of the compilers guide by the end of 2013.
The drafting process of the Compilers Guide followed these general principles.
In this context, the Task Force proposes the following actions andtimetable with respect to the development of the compilers guide.
(a) The Task Force is developing a compilers guide and expects to finish it by 2013;
It is the group ' s task to review, comment on and give suggestions and country examples for the draft text of the compilers guide.
As mentioned above, a draft outline of the compilers guide covering all topics is already available.
(m) Compilers guide on services trade statistics(Organization for Economic Cooperation and Development and United Nations).
In May 2012, the updated outline of the Compilers Guide was circulated for comments in a worldwide consultation.
(b) The Task Force established an expert group on the compilation of statistics ofinternational trade in services to assist in the development of the compilers guide;
The full text of the draft Compilers Guide is provided to the Statistical Commission as a background document.
(e) The second face-to-face meeting of the expert group to finalize the compilers guide is tentatively scheduled for June 2013.
It describes the work of the United Nations Expert Group on the Compilation of Statistics of International Trade in Services andpresents an outline of the main parts of the Compilers Guide.
(c) To provide guidance on promoting the use of the compilers guide for the purpose of implementing the recommendations included in the Manual in the national statistical systems.
The Division will also be responsible for monitoring the timely delivery of intermediatematerials in order for steady progress in the development of the compilers guide to be achieved.
With direct support from Vladimir Markhonko, the contracted editor of the Compilers Guide, each of the chapters was reviewed and the work left to be done was clearly noted.
(a) In December 2011, the expert group on the compilation of statistics of international trade in services willbe established to assist in the process of developing the compilers guide for the Manual;
The main objective of the meeting willbe to review the annotated outlines of all chapters of the compilers guide and to propose the scope of the guide  and the general content of each of the chapters;
A draft outline of the compilers guide covering all topics was prepared by the Statistics Division and the Organization for Economic Cooperation and Development(OECD) and its main structure was discussed.
A list of current activities(national and regional events)is made available online and it is noted that the Compilers Guide will be a useful tool for strengthening statistical capacity.
The Task Force will report on the work of the expert group to the Statistical Commission at its forty-fifth session, in 2014,including on the process followed in the development of the compilers guide.
As the work on the Compilers Guide is being finalized, the Task Force will continue its focus on improving the quality, level of detail, comparability and availability of statistics of international trade in services.
The Statistical Commission is invited to take note of the work accomplished by the Expert Group on the Compilation of Statistics of International Trade in Services, of the urgency of providing compilation guidance for the implementation of MSITS 2010,and of the commitment of the Expert Group to finalizing the draft Compilers Guide within a reasonable time frame after March 2014.
(c) In May 2012, a revised annotated outline of the compilers guide will be finalized by the Task Force on the basis of input received from the expert group and will be circulated for worldwide consultation;
The Division will continue this important capacity development work in 2013 with training seminars tentatively scheduled in Morocco for French-speaking African countries, in Dominica for the Caribbean countries and in Asia for merchandise trade and for trade in services statistics,as well as an expert group meeting on the compilers guide for statistics of international trade in services in June in Geneva.
The development of the Compilers Guide effectively started in March 2012 with the first virtual meeting of the Expert Group, at an electronic discussion forum, and was immediately followed by a meeting of the Task Force in New York at the end of March 2012.
The Task Force confirmed that the compilers guide of the Manual on Statistics of International Trade in Services 2010 would be harmonized with and would refer to the compilation guide  of the sixth edition of the Balance of Payments Manual.
The Statistics Division led the development of a compilers guide for statistics of international trade in services and organized an expert group meeting in June 2013 in Geneva to review and finalize the draft prior to its submission to the Statistical Commission at its forty-fifth session in 2014.
The Compilers Guide is intended to better integrate compilation of statistics of international trade in services as part of the compilation of related economic statistics and therefore recognizes the importance not only of the statistical standards of the 2008 SNA and BPM6, but also of the international recommendations contained in the Guidelines on Integrated Economic Statistics(United Nations publication, forthcoming) and the advice given in the National Quality Assurance Framework.
