The proposed expanded programme of work consists of the following main elements.

Accordingly, an expanded programme of work and corresponding outputs, as described below, is proposed.
Several Partnership members are already involved, through their current programmes, in activitiessupportive of the Convention ' s expanded programme of work.
With respect to the UNCITRAL expanded programme of work, the OIOS report stated as follows(E/AC.51/2002/5, para. 66).
In 2002 the Conference of the Parties to theConvention on Biological Diversity, at its sixth meeting, adopted the expanded programme of work on forest biological diversity.
However, the(non-binding) expanded programme of work on forest biological diversity contains three elements: conservation, sustainable use and benefit-sharing; an enabling institutional and socio-economic environment; and knowledge assessment and monitoring.
In addition, it is also essential to provide for a minimum level of core capacity in terms of specialized expertise to enable the planning andbackstopping of the expanded programme of work.
In pursuance of those mandates, an expanded programme of work was proposed in the report of the Secretary-General on strengthening the Terrorism Prevention Branch of the Secretariat(A/57/152 and Corr.1, A/57/152/Add.1 and Corr.1 and 2 and A/57/152/Add.2).
It discussed forest biological diversity, among other things,and adopted decision VI/22 on forest biological diversity11(including the expanded programme of work on forest biological diversity).

Important conclusions of the reports included the need for improved policy coherence in the field of forests andinappropriate implementation of the expanded programme of work on forest biodiversity of the Convention on Biological Diversity in most of the countries covered in the monitoring exercises.
The Conference of the Parties adopted an expanded programme of work on forest biological diversity, which constitutes a comprehensive set of goals, objectives and activities required to achieve the three objectives of the Convention as they relate to forest biological diversity(decision VI/22).
Pursuant to that resolution and to the procedures adopted by the Committee on Conferences, members were informed that under paragraph 3 of the draft resolution contained in document A/50/L.48, the Committee on the Exercise of the InalienableRights of the Palestinian People would undertake an expanded programme of work, which, for the biennium 1996-1997, would consist of a total of 20 events, including 8 events in 1996 and 6 events in 1997 that would be held away from New York.

At the eighth session of the Conference of the Parties to the Convention on Biological Diversity, held in Curitiba, Brazil, in 2006,several decisions were made to give more direction to the expanded programme of work on forests and new targets for implementation, including targets for protected areas, vulnerable areas, conservation of genetic diversity and traditional forest-related knowledge, the impact of international trade, and adaptation to climate change.
In conformity with the principle of results-based programme budgeting, the expanded programme of work would reinforce capacity to fulfil the expectation identified in the 2002-2003 programme budget, namely, that the expertise provided by the Centre would enhance the capacity of Member States to respond, at the national, regional and international levels, to terrorism in all its forms and manifestations.
Sustained and remarkable progress had been made with the adoption of the Bonn Guidelines on Access to Genetic Resources and Fair andEquitable Sharing of the Benefits Arising out of their Utilization, an expanded programme of work on forest biological diversity, guiding principles for the prevention, introduction and mitigation of impacts of alien species that threaten ecosystems, habitats or species and a Strategic Plan for the Convention to enable more precise action to be taken in all programme areas.
The sixth meeting of the Conference of the Parties to the Convention, held in the Hague, from7 to 19 April 2002, adopted an expanded programme of work on forest biological diversity, and invited Partnership members to contribute to its implementation.8 Partnership members deem that the Partnership provides a good mechanism to facilitate coordinated action on forest biological diversity.
The value of traditional knowledge to the conservation of biological diversity has also been affirmed in article 8(j)of the Convention on Biological Diversity.7 The expanded programme of work on forest biological diversity adopted in 2002 by the Conference of the Parties to the Convention includes activities aimed at enabling indigenous and local communities to develop and implement management systems to conserve and sustainably use forest biological diversity.
It is stronglyrecommended that the Forum support all new mandates and expanded programmes of work with regular budget post and non-post resources.
The Committee notes that income has been adjusted from Sw F 695,000 to Sw F 471,000 for 2004-2005, due to a reduction in rental income resulting from the need to accommodate the Centre 's expanding programme of work and increased in-house office space requirements(see ibid., para. 13.14).
