(e) CERD also noted with satisfaction that" serious acts of racial hatred or incitement to racial hatred are criminal offences in most of Australian States and Territories", and that Slovakia had adopted an" Action Plan for the Prevention of All Forms of Discrimination, Racism, Xenophobia,Anti-Semitism and Other Expressions of Intolerance for the Periods 2002-2003 and 2004-2005".
The representative of the European Union emphasized that democratic accountability, with its checks and balances,prevented the institutionalization of expressions of intolerance, and drew attention to Framework decision of 28 November 2008, by which the European Union requires Member States to penalize any public incitement to hatred.
The Advisory Committee on the Framework Convention for the Protection of National Minorities(ACFC) noted that the National Human Rights Centre was tasked to monitor the 2004 Anti-Discrimination Act implementation, develop awareness-raising activities about the fight against discrimination andarrange legal aid to victims of discrimination and expressions of intolerance and recommended that the Slovak authorities provide it with the necessary support.
The National Plan of Action for Human Rights Education 2005-2014 and the Action Plan for the Preventionof All Forms of Discrimination, Racism, Xenophobia, Anti-Semitism and Other Expressions of Intolerance 2009-2011 represent the basic tools of the Human Rights Education Concept.
The State party also indicated that the preparation of the National Action Plan for the Prevention of All Forms of Discrimination, Racism, Xenophobia,Anti-Semitism and Other Expressions of Intolerance for the period 2006-2008 was under way.
The Prison and Court Guard Corps(hereinafter the" Corps") has provided systematic education for members of the Corps on human rights with regard for the prevention of all forms of discrimination, racism,xenophobia and other expressions of intolerance through the vocational training provided for officers of the Corps in the Corps ' education institute.
