In paragraph 9 of its resolution 1037(1996), the Security Council requested the Secretary-General, inter alia,to report on the implementation of the Basic Agreement.

It should be recalled that UNTAES was established by the Security Council by its resolution 1037(1996) of 15 January 1996, in response to the request of the parties to the Basic Agreement for an international force to maintain peace and security andto assist in the implementation of the Basic Agreement during a transitional period of a maximum of two years.
Welcoming the participation of Member States in the Transitional Administration andother activities intended to facilitate implementation of the Basic Agreement and the transition of the region of Eastern Slavonia, Baranja and Western Sirmium from local Serb control to control by the Republic of Croatia.
Although the report of the United Nations Secretary-General of 26 June 1996( S/1996/472)reflects the progress made in the implementation of the Basic Agreement and successful termination of the process of demilitarization, we have a number of objections regarding the attitude of the Government of Croatia towards the implementation of other paragraphs of the Basic Agreement and would appreciate it if, upon careful consideration of our objections, the Security Council would consider the possibility of extending the mandate of the Transitional Administration.
Letter dated 21 December(S/1995/1053) from the President of the Security Council addressed to the Secretary-General, stating that the members of the Council hadreviewed his report of 13 December 1995 on the implementation of the Basic Agreement on the Region of Eastern Slavonia, Baranja and Western Sirmium(S/1995/1028 and Add.1) and that they agreed with him that the Agreement merited full international support for its effective and timely implementation. .
