Plan of action for the implementation of the Declaration of Basic Principles of Justice for Victims of Crime and Abuse of Power.
Specifically, we call for the establishment of an expert group comprising Governments, expert non-governmental organizationsand victims, to study specific implementation of the Declaration of Basic Principles of Justice for Victims of Crime and Abuse of Power.

Recalling also the plan of action for the implementation of the Declaration of Basic Principles of Justice for Victims of Crime and Abuse of Power, annexed to its resolution 1998/21.
In its resolution 1998/21 of 28 July 1998, the Council requested the Secretary-General to seek the views of Member States on a plan of action for the implementation of the Declaration of Basic Principles of Justice for Victims of Crime and Abuse of Power.
Several participants welcomed the plan of action for the implementation of the Declaration of Basic Principles of Justice for Victims of Crime and Abuse of Power and the establishment of a coordination panel for technical advice and assistance on victim issues.
(h) Economic and Social Council resolution 1998/21 entitled“United Nations standards and norms in crime prevention and criminal justice”,the annex to which contains a plan of action for the implementation of the Declaration of Basic Principles of Justice for Victims of Crime and Abuse of Power(Office for Drug Control and Crime Prevention);
One speaker highlighted the need for further work towards the implementation of the Declaration of Basic Principles of Justice for Victims of Crime and Abuse of Power(General Assembly resolution 40/34, annex).
By its letter of 18 November 1998, the United Nations Office of Drug Control and Crime Prevention noted the relevance of the recommendations of the Commission on Crime Prevention andCriminal Justice contained in the plan of action for the implementation of the Declaration of Basic Principles of Justice for Victims of Crime and Abuse of Power annexed to Economic and Social Council resolution 1998/21 of 28 July 1998.
At the 43rd meeting, on 27 July, the Council adopted draft resolution II,entitled" Implementation of the Declaration of Basic Principles of Justice for Victims of Crime and Abuse of Power", recommended by the Commission on Crime Prevention and Criminal Justice(E/2000/30, chap. I, sect. B).
Recalling resolution 1989/57 of 24 May 1989 of the Economic and Social Council,entitled" Implementation of the Declaration of Basic Principles of Justice for Victims of Crime and Abuse of Power", as well as Council resolution 1990/22 of 24 May 1990, entitled" Victims of crime and abuse of power".
In its resolution 1996/14, the Economic and Social Council requested the preparation of a manual ormanuals on the implementation of the Declaration of Basic Principles of Justice for Victims of Crime and Abuse of Power, and called for improved information collection and exchange in this respect.
In its resolution 1998/21, section III, the Economic andSocial Council welcomed the guide for policy makers on the implementation of the Declaration of Basic Principles of Justice for Victims of Crime and Abuse of Power and the handbook on justice for victims concerning the use and application of the Declaration. .
Requests the Secretary-General to seek the views of Member States on the plan of action for the implementation of the Declaration of Basic Principles of Justice for Victims of Crime and Abuse of Power, annexed to the present resolution, with a view to reporting on it to the Commission on Crime Prevention and Criminal Justice at its eighth session;
(b) The use and application of the Declaration of Basic Principles of Justice for Victims of Crime and Abuse of Power, subject to the domestic legal systems of each State, taking into account the Handbook on Justice for Victims on the use and application of the Declaration and the Guide for Policy Makers on the Implementation of the Declaration. .
Since the adoption of the Declaration of Basic Principles of Justice for Victims of Crime and Abuse of Power(1985), Forum members from the United Kingdom, the Netherlands, France and Portugal have assisted in drafting the guide for policy makers on the implementation of the Declaration and on the Handbook on Justice for Victims.
Recalling further Economic and Social Council resolution 1984/50 of 25 May 1984 and the safeguards guaranteeing protection of the rights of those facing the death penalty annexed thereto andCouncil resolution 1989/64 of 24 May 1989 on their implementation, as well as the Declaration of Basic Principles of Justice for Victims of Crime and Abuse of Power, adopted by the General Assembly in its resolution 40/34 of 29 November 1985.
Recalling also Economic and Social Council resolution 1984/50 of 25 May 1984 and the Safeguards guaranteeing protection of the rights of those facing the death penalty annexed thereto and Economic andSocial Council resolution 1989/64 of 24 May 1989 on their implementation, as well as the Declaration of Basic Principles of Justice for Victims of Crime and Abuse of Power, adopted by the General Assembly in its resolution 40/34 of 29 November 1985.
States should be committed to the creation and implementation of a legal framework and financial assistance plan or fund for providing support to victims, including mental and physical care and treatment, pursuant to the Declaration of Basic Principles of Justice for Victims of Crime and Abuse of Power(General Assembly resolution 40/34, annex).
As a follow up to the Declaration of Basic Principles, the Centre for International Crime Preventionhas published a guide for policy makers on the implementation of the Declaration of Basic Principles and a handbook on justice for victims on the use and application of the Declaration of Basic Principles, adopted by the Commission on Crime Prevention and Criminal Justice.
