Review of progress made in implementing technical cooperation among developing countries.
Reaffirming the validity andcontinued relevance of the Buenos Aires Plan of Action for Promoting and Implementing Technical Cooperation among Developing Countries.
It reviews implementation of theBuenos Aires Plan of Action for Promoting and Implementing Technical Cooperation among Developing Countries(BAPA), the New Directions Strategy for Technical Cooperation among Developing Countries and decisions of the High-level Committee during the period 2001-2002.

The commemoration ofthe twentieth anniversary of the adoption of the Buenos Aires Plan of Action for Promoting and Implementing Technical Cooperation among Developing Countries was timely since, given the fundamental changes taking place in international economic relations, it was becoming more and more necessary to make the most of opportunities for cooperation among developing countries and to strengthen South-South cooperation. .
Also decides to include in the provisional agenda of its fifty-third session an item entitled" Commemorative meeting of the twentieth anniversary of the adoption of theBuenos Aires Plan of Action for Promoting and Implementing Technical Cooperation among Developing Countries";
While the adoption of the Buenos Aires Plan of Action for Promoting and Implementing Technical Cooperation among Developing Countries had been a great step forward, it was in urgent need of updating.
In keeping with the decision of the General Assembly at its fifty-second session, the Special Unit organized the celebrations to mark the twentieth anniversary of theBuenos Aires Plan of Action for Promoting and Implementing Technical Cooperation among Developing Countries in September 1998.
We reaffirm resolution 33/134 of 19 December 1978,endorsing the Buenos Aires Plan of Action for Promoting and Implementing Technical Cooperation among Developing Countries, which constitutes a major milestone in the evolution of South-South and triangular cooperation. .
The President(interpretation from Spanish): We turn now to the recommendation in paragraph 60(a)(vi) relating to item 99,“Commemorative meeting of the twentieth anniversary of the adoption of theBuenos Aires Plan of Action for Promoting and Implementing Technical Cooperation among Developing Countries”.
We look forward to the follow-up in 2008 to theBuenos Aires Plan of Action for promoting and implementing technical cooperation among developing countries, and its success, and to the outcome of the Ministerial Meeting of the Africa- South America Summit, to be held in Marrakech, Morocco, in June 2008.
The present report provides a comprehensive overview of the major developments in South-South cooperation and monitors progress made in the implementation of the 1978Buenos Aires Plan of Action for Promoting and Implementing Technical Cooperation among Developing Countries and the new directions strategy for South-South cooperation. .
At its thirty-third session, in 1978, the General Assembly endorsed theBuenos Aires Plan of Action for Promoting and Implementing Technical Cooperation among Developing Countries, adopted at the United Nations Conference on Technical Cooperation among Developing Countries, held in Buenos Aires from 30 August to 12 September 1978(resolution 33/134).
Requests the Secretary-General to include in the agenda of the thirteenth session of the High-level Committee on the Review of Technical Cooperation among Developing Countries a special segment to commemorate the twenty-fifth anniversary of the adoption of theBuenos Aires Plan of Action for Promoting and Implementing Technical Cooperation among Developing Countries.
(b) Progress made by the United Nations development system in implementing theBuenos Aires Plan of Action for Promoting and Implementing Technical Cooperation among Developing Countries, including action on the recommendations of the South Commission.
His delegation supported the recommendation by the High- level Committee on South-South Cooperation, at its fifteenth session, that a United Nations conference on South-South cooperation should be convened to commemorate the thirtieth anniversary of theBuenos Aires Plan of Action for Promoting and Implementing Technical Cooperation among Developing Countries.
Decides to declare 19 December, the date on which the General Assembly endorsed theBuenos Aires Plan of Action for Promoting and Implementing Technical Cooperation among Developing Countries, as the United Nations Day for South-South Cooperation; .
More than three decades after the Buenos Aires Plan of Action for Promoting and Implementing Technical Cooperation among Developing Countries urged that the United Nations development system be" permeated with the spirit" of South-South cooperation, the Joint Inspection Unit reported in 2011 that progress had been slow, although developments over recent years had shown increasing progress among a number of United Nations organizations and agencies.
From the review, it is apparent that substantial progress has been made in implementing the recommendations contained in theBuenos Aires Plan of Action for Promoting and Implementing Technical Cooperation among Developing Countries and the New Directions Strategy for Technical Cooperation among Developing Countries. .
With regard to the progress report entitled" Review of progress made in implementing theBuenos Aires Plan of Action for Promoting and Implementing Technical Cooperation among Developing Countries"(TCDC/8/2), the Director of the Special Unit mentioned that the Administrator had taken account of the concerns expressed at the seventh session of the High-level Committee regarding the data and information provided in progress reports.
The General Assembly, in its resolution 33/134, decided to entrust the overall intergovernmental review of technical cooperation among developing countries within the United Nations system to a high-level meeting of representatives of all States participating in the United Nations Development Programme, to be convened by the Administrator of the Programme in accordance with the provisions of theBuenos Aires Plan of Action for Promoting and Implementing Technical Cooperation among Developing Countries(see also General Assembly resolution 58/220).

The present report reviews progress made during the period 2009-2011 in the implementation of theBuenos Aires Plan of Action for Promoting and Implementing Technical Cooperation among Developing Countries, the new directions strategy for South-South cooperation, and the recommendations in the Nairobi outcome document of the High-level United Nations Conference on South-South Cooperation. .
On the occasion of the commemoration of the twentieth an-niversary of the adoption of the Buenos Aires Plan of Action(BAPA)for Promoting and Implementing Technical Cooperation among Developing Countries(TCDC), an exhibition on South-South Cooperation and Technical Cooperation among Develop-ing Countries, organized by the United Nations Development Programme(UNDP), is being held in the first basement of the Secretariat building until 16 October 1998.
Decides to convene a high-level United Nations conference on South-South cooperation on the occasion of the thirtieth anniversary of the adoption of theBuenos Aires Plan of Action for Promoting and Implementing Technical Cooperation among Developing Countries, no later than the first half of 2009 and requests that the President of the General Assembly entrust the President of the High-level Committee on South-South Cooperation to undertake the necessary consultations in order to prepare for the proposed conference;
