The Advisory Committee welcomes the progress made in the implementation of the modularization programme.

On the other hand, the number of activities in support of field operations continues to increase to support operational needs andthe implementation of the modularization programme.

In that context, further development of the modularization programme, which is one of the central pillars of the global field support strategy is currently under review.
The incumbent would address UNLB-specific issues and be actively involved in the designs anddevelopment of the global field support strategy modularization programme, as well as in the provision of operational support to field missions.
The modularization programme has developed a replicable methodology for the repurposing of containers to provide office and living accommodations adaptable to the security and other environmental conditions, in particular in the start-up/surge phase.
Consistent with the proposal that global asset management be exercised by UNLB, andrecognizing the key role of strategic deployment stocks as a capability in the modularization programme, the proposal would maintain the integrity of supply chain management.
Development and delivery of modularized service packages including statements of work, bills of quantities and design, in accordance with the modularization five-year plan, including the development of one 200-man training camp, the conduct of one ballistic testing of modularized security structures, prototyping of two modularized accommodation structures andtwo meetings with Member States on progress in the modularization programme.
The medium-term objectives of the Global ServiceCentre remain focused on the further development of the modularization programme, which is a vital pillar of the global field support strategy, along with the overall management of the strategic deployment stocks.
The briefing on 26 July provided details on progress made by the modularization working group, design activities and development of frameworks for enabling capacities,as well as the introduction of the modularization programme in field missions.
With regard to the 2012/13 period,the Secretary-General indicates that the activities undertaken under the modularization programme of the global field support strategy have been focused on the transfer of the management of strategic deployment stocks and on global asset and inventory management(see A/67/722).
The Committee also observes that the Board of Auditors noted delays in implementation of modularization projects owing to deficiencies in project planning andmonitoring of project progress against the timeline of the modularization programme see A/67/5 Vol.
(a) The establishment of one post of Environmental Officer(P-3) to address environmental issues in the context of the design anddevelopment of the global field support strategy modularization programme; to provide operational support to field missions on environmental matters; and to maintain liaison with the United Nations country teams and national and local authorities to improve environmental management related to mission activities and surrounding communities;
To ensure that police-specific requirements are considered, United Nations police representatives participate in the global field support strategy client board, providing information for theimplementation of the global field support strategy, especially in the modularization programme.
The Advisory Committee recalls that the Secretary-General has stated his intention to improve theoverall global supply chain as part of the modularization programme in phase II of the reprofiling of UNLB as the Global Service Centre(see para. 14 above).
The Global Service Centre, comprising UNLB and the information and communications technology facility at Valencia, Spain, continues to play a central role in responding to the operational demands of field missions andwill further refine the rapid deployment support tools including the modularization programme.
As part of phase I of the modularization programme, in his budget proposals for 2011/12(see A/65/760), the Secretary-General proposed the design and development of a 200-person camp using existing strategic deployment stocks for rapid deployment to field missions, which would include accommodations, a medical facility, ICT, a rapidly deployable security perimeter system, a water treatment system, a camp waste management system, energy systems and on-call technical support in various disciplines.
The Strategic Deployment Stocks Unit will continue to act as the centre of expertise in order to ensure that strategic deploymentstocks remain relevant and meet the requirements of field operations, by taking into consideration the modularization programme of the global field support strategy.
While the majority of the questions related to the management of strategic deployment stocks needs to be addressed by the Logistics Support Division,UNLB is actively engaged in the modularization programme, which will affect the future composition of strategic deployment stocks.
Development and delivery of modularized service packages including statements of work, bills of quantities and design, in accordance with the modularization 5-year plan, including the development of 1 200-man training camp, the conduct of 1 ballistic testing of modularized security structures, prototyping of 2 modularized accommodation structures andthe holding of 2 meetings with Member States on progress in the modularization programme.
The proposed transfer to the Global Service Centre of the overall management and control of the strategic deployment stocks, including their replenishment, would expedite the release of materials and equipment to field operations, improve stock rotation and allow for regular review andupdating of the composition of the stocks as part of the modularization programme and interaction with field missions with respect to mission needs, funding requirements, prioritization of needs and forecasting.
The supply chain management model will leverage on the following elements, which are under the responsibility of the Logistics Service:(a) engineering and supply assets and resources management;(b) consolidation of acquisitions;(c)strategic deployment stocks;(d) the modularization programme; and(e) global mission support teams.
In addition, the Unit would provide managerial oversight and leadership for special projects relating to the implementation of the global field support strategy and the reprofiling of UNLB as a Global Service Centre,such as certification of adherence to international standards, the modularization programme, the development of standard operating procedures and the implementation of organization-wide projects such as Umoja and IPSAS.
