The multinational Implementation Force(IFOR) has played an invaluable role in preventing the recurrence of conflict in Bosnia and Herzegovina.
On 15 December 1995, the Security Council, in its resolution 1031(1995),expressed its satisfaction at the deployment of the multinational Implementation Force(IFOR) in Bosnia and Herzegovina.
The multinational implementation force(IFOR) now comprises approximately 55,000 personnel in theatre, from all the nations of the North Atlantic Treaty Organization(NATO) and from 16 non-NATO contributors.
By its resolution 1031(1995) of 15 December 1995,the Security Council unanimously authorized the establishment of the multinational Implementation Force(IFOR) to implement the military aspects of the Peace Agreement.
The multinational implementation force(IFOR) comprises approximately 53,000 personnel deployed in Bosnia-Herzegovina and Croatia, from all the NATO nations and from 16 non-NATO contributors.
I wish to inform you of my intention to deploy five military liaison officers to UNMIBH in order tostrengthen the liaison arrangements between that Mission and the multinational implementation force(IFOR).

The continued presence of the multinational Implementation Force(IFOR) beyond its current mandate, due to expire on 20 December 1996, was necessary to maintain peace and security. As the implementation of the Dayton Agreement proceeded, there must be a stronger focus on institution-building and the re-establishment of an adequate law-enforcement system, and measures must be taken to facilitate the return of refugees.
Notes the invitation of the parties to the international community to send to theregion for a period of approximately one year a multinational implementation force to assist in implementation of the territorial and other militarily related provisions of annex 1-A of the Peace Agreement;
With regard to Bosnia and Herzegovina, the Security Council welcomed the initialling, on 10 November 1995, of the General Framework Agreement for Peace in Bosnia and Herzegovina and the Annexes thereto, or the Dayton Agreement,and a month later authorized Member States to establish a multinational Implementation Force(IFOR) in order to fulfil the role specified in Annex 1-A and Annex 2 of the Agreement.
Requests the United Nations military observers and the multinational implementation force authorized by the Council in resolution 1031(1995) of 15 December 1995 to continue to cooperate fully with each other;
Following the signature of the Peace Agreement, the Security Council, by its resolution 1031(1995) of 15 December 1995, authorized Member States acting in cooperation with the North Atlantic Treaty Organization(NATO)to establish a multinational Implementation Force(IFOR) under unified command and control in order to fulfil the role specified in Annex 1-A and Annex 2 of the Peace Agreement.
Expressing its appreciation to the High Representative, the Commander and personnel of the multinational implementation force, personnel of the United Nations and the Organization for Security and Cooperation in Europe, as well as other international personnel in Bosnia and Herzegovina for their contributions to the implementation of the General Framework Agreement for Peace in Bosnia and Herzegovina and the annexes thereto(collectively the Peace Agreement, S/1995/999, annex).
Following the signature of the Peace Agreement, the Security Council, by its resolution 1031(1995) of 15 December 1995, authorized Member States acting in cooperation with the North Atlantic Treaty Organization(NATO)to establish a multinational Implementation Force(IFOR) under unified command and control in order to fulfil the role specified in annex I-A and annex 2 to the Peace Agreement.
The IPTF would be established for a period of one year from the transfer ofauthority from the United Nations Protection Force to the multinational Implementation Force(IFOR). The Police Task Force and civilian office would be under the authority of the Secretary-General with guidance from the High Representative for Bosnia and Herzegovina.
We also welcome the conclusions of the Peace Implementation Conference held in London on 4 and 5 December 1996, which approved an Action Plan for the first 12-month period of the Civilian Consolidation Plan of the Peace Agreement, as well as the adoption of Security Council resolution 1088( 1996) of 12 December 1996,establishing the multinational Stabilization Force as the successor to the multinational Implementation Force and extending the mandate of the United Nations Mission in Bosnia and Herzegovina including the International Police Task Force.
Welcoming the progress in the implementation of the General Framework Agreement for Peace in Bosnia and Herzegovina and the Annexes thereto(collectively the Peace Agreement, S/1995/999, annex), and expressing its appreciation to the High Representative,the Commander and personnel of the multinational implementation force(IFOR), and the personnel of other international organizations and agencies in Bosnia and Herzegovina for their contributions to the implementation of the Peace Agreement.
