The need to avoid unnecessary duplication of work should not limit the competence of the Sub- Commission according to its mandate.

وقررت لجنة حقوق الإنسان في مقررها 1996/105، وبعد أن وضعت في اعتبارها أعمال هيئات الأمم المتحدة الأخرى بشأن هذه المسألة، ولا سيماأعمال لجنة القانون الدولي، ومراعية للحاجة إلى تلافي الازدواج غير الضروري، أن ترجئ البت في إحالة مشروع مقرر اللجنة الفرعية الذي يأذن بإعداد تقرير عن الاعتراف بالانتهاكات الجسيمة والجماعية لحقوق الإنسان بوصفها جريمة دولية However, great care should be taken in the drafting of new human rights instruments,bearing in mind the manner in which they were likely to be applied and the need to avoid unnecessary duplication with existing instruments.

ج العمل على زيادة الكفاءة والفعالية من خﻻل تحسين التنسيق بين أنشطة هيئات اﻷمم المتحدة العاملة فيمجال حقوق اﻹنسان، مع مراعاة ضرورة تفادي اﻻزدواج والتداخل اللذين ﻻ لزوم لهما في وﻻياتها ومهامهاThe request to elaborate guidelines was made within the framework of the work of other United Nations bodies on this issue, notably that of the United Nations Centre on Human Settlements(Habitat), and in particular in the light of the conclusions of the United Nations Conference on Human Settlements(Habitat II) held in Istanbul in June 1996,and the recognition of the need to avoid unnecessary duplication.
وقُدم طلب صياغة المبادئ التوجيهية في اطار عمل هيئات أخرى لﻷمم المتحدة بشأن هذه المسألة، ﻻ سيما مركز اﻷمم المتحدة للمستوطنات البشرية الموئل(، وعلى وجه خاص في ضوء استنتاجات مؤتمر اﻷمم المتحدة المعني بالمستوطنات البشرية)الموئل الثاني المعقود في اسطنبولفي حزيران/يونيه ٦٩٩١، واﻻعتراف بالحاجة إلى تﻻفي اﻻزدواج غير الضروري(c) Promoting greater efficiency and effectiveness through better coordination of the activities of the United Nations bodies active in the fieldof human rights, taking into account the need to avoid unnecessary duplication and overlapping of their mandates and tasks.
(ج) العمل على زيادة الكفاءة والفعالية (b) Recommends increased coordination in support of human rights and fundamental freedoms within the United Nations system, and urges all United Nations organs, bodies and the specialized agencies whose activities deal with human rights to cooperate to this end in order to strengthen, rationalize and streamline their activities,taking into account the need to avoid unnecessary duplication.
(ب) يوصي بزيادة التنسيق داخل منظومة الأمم المتحدة لدعم حقوق الإنسان والحريات الأساسية، ويحث جميع أجهزة الأمم المتحدة وهيئاتها ووكالاتها المتخصصة، التي تتناول أنشطتها حقوق الإنسان، على التعاون في سبيل بلوغ هذه الغاية بهدف تعزيز أنشطتهاوترشيدها وتبسيطها، آخذة في الحسبان الحاجة إلى تفادي الازدواج الذي لا لزوم لهParagraphs 35.8 and 35.9 should be amended to include the reference in part II, paragraph 1, of the Declaration concerning cooperation in order to rationalize and streamline human rights activities,taking into account the need to avoid unnecessary duplication.

وإذ تأخذ في اعتبارها أن المؤتمر العالمي لحقوق اﻹنسان حث، في إعﻻن وبرنامج عمل فيينا، جميع أجهزة وهيئات اﻷمم المتحدة والوكاﻻت المتخصصة التي تتناول أنشطتها حقوق اﻹنسان على التعاون من أجلتعزيز أنشطتها وترشيدها وتبسيطها، مع مراعاة الحاجة إلى تﻻفي اﻻزدواجية غير الضرورية٣This paragraph should be deleted and replaced by the second sentence in paragraph 1 of the Programme of Action, which reads as follows:" To this end, the World Conference on Human Rights urges all United Nations organs, bodies and the specialized agencies whose activities deal with human rights to cooperate in order to strengthen, rationalize and streamline their activities,taking into account the need to avoid unnecessary duplication.".
تحذف ويستعاض عنها بالجملة الثانية من الفقرة ١ من برنامج عمل فيينا، التي نصها كما يلي:" ولهذه الغاية، يحث المؤتمر العالمي لحقوق اﻻنسان جميع أجهزة اﻷمم المتحدة وهيئاتها ووكاﻻتها المتخصصة التي تتناول أنشطتها حقوق اﻻنسان على التعاون من أجل تعزيز وترشيدوتبسيط أنشطتها، آخذة في اعتبارها تجنب اﻻزدواج غير الضروريWelcoming the organization by the High Commissioner of annual meetings of the holders of mandates, as recommended by the World Conference on Human Rights, and the efforts to coordinate activities among various mandates in the areas of urgent actions, missions to the field and relevant meetings and consultations, so as to enhance their effectiveness,taking into account the need to avoid unnecessary duplication and overlapping.
وإذ ترحب بقيام المفوضة السامية بتنظيم اجتماعات سنوية للمكلفين بولايات، على نحو ما أوصى به المؤتمر العالمي لحقوق الإنسان، وبالجهود المبذولة لتنسيق الأنشطة فيما بين مختلف الولايات في مجالات الاجراءات العاجلة والبعثات الميدانية، وما يتصل بها من اجتماعات ومشاورات، بغية تعزيز فعاليتها، على أنتراعي الحاجة إلى تجنب الازدواج والتداخل بلا مبرر(h) Resolution 2002/84 on human rights and thematic procedures requests the continuation of close cooperation among these procedures and treaty bodies, and encourages the High Commissioner to further strengthen cooperation with a view to promoting greater efficiency and effectiveness through better coordination of the various bodies,taking into account the need to avoid unnecessary duplication and overlapping of their mandates and tasks;
(ح) والقرار 2002/84 المتعلق بحقوق الإنسان والإجراءات المواضيعية يطلب مواصلة التعاون الوثيق بين هذه الإجراءات والهيئات المنشأة بموجب معاهــدات، ويشجع المفوضة السامية على مواصلـة تعزيــز التعاون بغية تعزيز وزيادة الكفاية والفعالية عن طريق تحسين التنسيقبين شتى الهيئات، مع مراعــــاة الحاجة إلى تفادي ازدواجية وتداخل ولاياتها ومهامها دون مبررWelcoming the organization by the High Commissioner for Human Rights of annual meetings of the holders of mandates, as recommended by the World Conference on Human Rights, and the efforts to coordinate activities among various mandates in the areas of urgent actions, missions to the field and relevant meetings and consultations,so as to enhance effectiveness, taking into account the need to avoid unnecessary duplication and overlapping.
وإذ ترحب بقيام المفوضة السامية لحقوق اﻹنسان بتنظيم اجتماعات سنوية للقائمين بوﻻيات، على نحو ما أوصى به المؤتمر العالمي لحقوق اﻹنسان، وبالجهود المبذولة لتنسيق اﻷنشطة فيما بين شتى الوﻻيات في مجاﻻت اﻷعمال العاجلة والبعثات الميدانية، وما يتصل بها من اجتماعاتومشاورات، بغية تعزيز فعاليتها، مع مراعاة الحاجة إلى تجنب اﻻزدواج والتداخل بﻻ مبررBy relevant organs, bodies and agencies of the United Nations system, all human rights bodies of the United Nations system, as well as the United Nations High Commissioner for Human Rights and the United Nations High Commissioner for Refugees, while promoting greater efficiency and effectiveness through better coordination of the various bodies, mechanisms and procedures,taking into account the need to avoid unnecessary duplication and overlapping of their mandates and tasks.

ويؤكد المجلس من جديد توصية المؤتمر العالمي لحقوق اﻹنسان بأن تنظر الدول اﻷطراف في الصكوك الدولية لحقوق اﻹنسان، والجمعية العامة والمجلس اﻻقتصادي واﻻجتماعي، في إجراء دراسة للهيئات الحالية المنشأة بموجب معاهدات حقوق اﻹنسان ومختلف اﻵليات واﻹجراءات المواضيعية، بغية تعزيز قدر أكبر من الكفاءة والفعالية من خﻻل تحسين التنسيق بينمختلف الهيئات واﻵليات واﻹجراءات، مع مراعاة الحاجة إلى تجنب اﻻزدواجية غير الضرورية والتداخل بين وﻻياتها ومهامهاIn certain cases, rationalization and simplification of arrangements were needed to avoid unnecessary duplication.
