III. UN-Women support to normative intergovernmental processes and implementation of policy guidance.
Subsequently, the Secretary-General, in his report(A/65/531), put forward a revised proposal for the use of regular budgetfunding for the biennium 2010-2011 by UN-Women to service the normative intergovernmental processes.
Support to normative intergovernmental processes will be funded from the United Nations regular budget(see A/65/531).
In accordance with paragraph 75 of resolution 64/289,the resources required to service the normative intergovernmental processes are provided from the regular budget and approved by the Assembly.
The UN-Women resources required to service normative intergovernmental processes shall be funded from the regular budget of the United Nations and approved by the General Assembly, after review by the Advisory Committee on Administrative and Budgetary Questions(hereinafter," Advisory Committee").
In accordance with General Assembly resolution 64/289,resources required by UN-Women to service the normative intergovernmental processes are funded from the regular budget and approved by the General Assembly.
The resources required to service the normative intergovernmental processes will be considered by the General Assembly in the context of its consideration of the proposed programme budget for the biennium 2012-2013.
In line with its composite nature, UN-Women ' s funding comes from two principal sources:the resources required to service the normative intergovernmental processes are funded from the regular budget and are approved by the General Assembly.
The resources of UN-Women required to service normative intergovernmental processes and policy and programme activities shall be funded in the form of a grant from the programme budget of the United Nations as approved by the General Assembly.
The outcome of the review was that, in the majority of instances,all functions defined above contribute to a combination of normative intergovernmental processes, operational intergovernmental processes and operational activities.
The resources required to service the normative intergovernmental processes will be funded from the regular budget and approved by the General Assembly, while the resources required to service the operational intergovernmental processes and operational activities at all levels will be funded from voluntary contributions and approved by the Executive Board.
The analysis was also intended toreview the funding arrangements of the Entity ' s normative intergovernmental processes, operational intergovernmental processes and operational activities.

As a consequence of General Assembly resolution 64/289, UN Women is to be financed from two sources of funding, namely,the regular budget of the United Nations to service the normative intergovernmental processes; and voluntary contributions for operational activities.
The General Assembly willcontinue to consider the resources required to service the normative intergovernmental processes in the context of its consideration of the proposed programme budget for the biennium 2014-2015, totalling $15.3 million for UN-Women, and received as assessed contributions.
With regard to the source of funding for the functions under consideration, it is clear that resources from the regular budget, i.e. assessed contributions,and from the integrated budget are intertwined in supporting normative intergovernmental processes, operational intergovernmental processes and operational activities.
With regard to funding,the General Assembly decided that the resources necessary to service the normative intergovernmental processes would be funded from the regular budget while those required to service the operational intergovernmental processes and operational activities at all levels would be funded from voluntary contributions.
The objective of the analysis was to provide a comprehensive assessment of the activities of UN-Women, including its administrative, evaluation, coordination, research and analytical policy functions, and to determine whether they are of a support nature orare to be considered normative intergovernmental processes, operational intergovernmental processes and operational activities, or a combination thereof.
The UN-Women resources required to service normative intergovernmental processes shall be funded in the form of a grant from the assessed budget of the United Nations as approved by the General Assembly in compliance with the Regulations and Rules Governing Programme Planning, the Programme Aspects of the Budget, the Monitoring of Implementation and the Methods of Evaluation(ST/SGB/2000/8).
The overall financial framework of UN-Women comprises the grant received from theUnited Nations programme budget for servicing the normative intergovernmental processes and voluntary contributions to service the operational intergovernmental processes and activities.
(c)" The resources required to service the normative intergovernmental processes shall be funded from the regular budget(of the United Nations) and approved by the General Assembly; the resources required to service the operational intergovernmental processes and the operational activities at all levels shall be funded from voluntary contributions and approved by the Executive Board".
The Advisory Committee recalls that UN-Women has two funding sources:(a) the regular budget,to service the normative intergovernmental processes; and(b) voluntary contributions, to service the operational intergovernmental processes and operational activities.
The resources required to service the normative intergovernmental processes are to be funded from the regular budget and approved by the General Assembly, while the resources required to service the operational intergovernmental processes and operational activities at all levels are to be funded from voluntary contributions and approved by the Executive Board of UN-Women.
UN-Women 's efforts resulted in greater coherence between the support that it provided for normative intergovernmental processes and its operational support for partners at the national level in the implementation of those outcomes.
With regard to the future staffing complement of UN-Women and the precise criteria for determining which posts will be funded from the regular budget and which from extrabudgetary resources, the Advisory Committee recalls that, in its resolution 65/259, the General Assembly requested the Secretary-General to specify whether the activities of UN-Women, including administrative, evaluation, coordination, research and analytical policy functions,would support or be considered normative intergovernmental processes; operational intergovernmental processes and operational activities; or a combination thereof.
In accordance with General Assembly resolution 64/289(para. 75),the resources required to service the normative intergovernmental processes should be funded from the regular budget and approved by the Assembly; the resources required to service the operational intergovernmental processes and operational activities at all levels shall be funded from voluntary contributions and approved by the Executive Board.
In paragraph 13 of the same decision, the Board requested that the institutional budget for 2012-2013 reflect the analysis conducted pursuant to section VI, paragraphs 8 and 9, of General Assembly resolution 65/259 concerning whether certain activities of UN-Women would support orbe considered normative intergovernmental processes, operational intergovernmental processes and operational activities or a combination thereof.
In this connection, the Committee recalls that in the case of UN-Women,the General Assembly decided that the resources required to service the normative intergovernmental processes would be funded from the regular budget and approved by the Assembly, while the resources required to service the operational intergovernmental processes and operational activities at all levels would be funded from voluntary contributions(resolution 64/289).
