At its 8th plenary meeting, on 19 July, the Conference of the Parties, on the recommendation of the SBSTA and the SBI, adopted decision 9/CP.2 on communications from Parties included in Annex I tothe Convention: guidelines, schedule and process for consideration.
In this context, the SBI may wish toinvite Parties to forward to the secretariat their views on the process for consideration of the initial communications by 15 October 1996.
The subsidiary bodies may wish to further request thesecretariat to prepare a note for their third sessions on the process for consideration of the communications from Parties not included in Annex I, including budgetary considerations, on the basis of discussions in the subsidiary bodies and any views submitted by Parties.
In addition, the COP may wish to request the SBI to consider theschedule for submission of second national communications and the process for consideration of these communications.
In a technical briefing to be held around 10:30, immediately following the adjournment of the organizational meeting,the Secretariat will brief delegations on:(i) the process for consideration of possible programme budget implications(PBIs) of draft resolutions and decisions; and(ii) editing of draft resolutions and decisions.
Introducing the subitem, the representative of the Secretariat recalled that at its first meeting, the Conference of the Parties had in decision SC-1/24 adopted a review process for entries in the register of specific exemptions andhad requested the Secretariat to develop draft criteria for that process for consideration by the Conference at its second meeting.
