In preparing the report, the format set out in the revised general guidelines for reporting(E/C.12/1991/1) was followed in broad terms.
Members of the Committee invited the State party to follow up thedialogue by submitting a new report that would conform to the Committee ' s revised general guidelines for the submission of reports.
The Committee adopts the revised general guidelines for the preparation of initial reports, as follows.
The Committee noted with regret that the report under consideration did not fully comply with the Committee ' s revised general guidelines for the preparation of reports and was inadequate.

A formal evaluation of the Latin American experience with resource mobilization and cost-sharing was undertaken in late 1995 and its findings andkey lessons will be incorporated into revised general guidelines on resource mobilization in UNDP.
Norway has sought to prepare this report in conformity with the Revised General Guidelines regarding the form and contents of the reports of States Parties(E/C.12/1991/1).
In this regard, the revised general guidelines regarding the form and contents of reports adopted by the Committee(E/C.12/1991/1) emphasize the need to" provide detailed information about those groups within… society that are vulnerable and disadvantaged with regard to housing".
It regrets, however, that the report does not follow the Committee ' s revised general guidelines regarding the form and content of periodic reports(CRC/C/58/Rev.1).
In response to the introduction of a new reporting cycle, the Committee on Economic, Social and Cultural Rights, at its fifth session, held from 26 November to 14 December 1990,adopted a set of revised general guidelines which replaced the original guidelines. .

However, the Committee regrets that the report does not fully comply with the Committee 's revised general guidelines regarding the form and content of periodic reports(CRC/C/58/Rev.1).
The report has been prepared in compliance with the revised general guidelines(E/C.12/991/1/1) concerning the form and contents of report to be submitted under the International Covenant on Economic, Social and Cultural Rights, articles 16 and 17, as adopted by the Committee on Economic, Social and Cultural Rights.
In preparing this report, theGovernment has endeavoured to present information suggested in the Committee ' s revised general guidelines regarding the form and contents of such reports(document HRI/GEN/2 of 14 April 2000).
In accordance with the revised general guidelines regarding the form and contents of reports to be submitted by States parties under articles 16 and 17 of the International Covenant on Economic, Social and Cultural Rights, the present report deals with the most important amendments in Bulgaria ' s national legislation and practice, relevant to the rights proclaimed in the International Covenant.

The Committee recommends, with reference to its revised general guidelines regarding the form and contents of reports(CERD/C/70/Rev.4), that the State party include in its next report information on factors affecting and difficulties experienced in ensuring for women the equal enjoyment, free from racial discrimination, of rights under the Convention, in order for the Committee to be able to assess whether any racial discrimination has an impact on women different from that which it has on men.
The right to water has been consistently addressed by the Committee during itsconsideration of States parties ' reports, in accordance with its revised general guidelines regarding the form and content of reports to be submitted by States parties under articles 16 and 17 of the International Covenant on Economic, Social and Cultural Rights, and its general comments.
The Committee has decided to replace the revised general guidelines(E/C.12/1991/1) by the present guidelines to take into account the harmonized guidelines on reporting under the international human rights treaties(HRI/GEN/2/Rev.5), as well as the evolving practice of the Committee in relation to the application of the Covenant, as reflected in its concluding observations, general comments and statements.
Insofar as the legal or factual situation has not changed since the submission of these previous reports it is described in the present report only if thisappears to be required because of questions raised in the revised general guidelines regarding the form and contents of reports to be submitted in accordance with articles 16 and 17 or if it is an indispensable prerequisite for the understanding of a certain piece of information provided in the report.

The information supplied in the present report follows the revised general guidelines regarding the form and content of reports of States parties(E/C.12/1991/1, annex).
The initial report of Ireland, which followed the revised general guidelines regarding the form and content of reports of State Parties, was submitted to the SecretaryGeneral of the United Nations in 1996.
For this purpose a Commission has been set up for human rights for Bosnia and Herzegovina, and stipulated under the General Framework Agreement,Annex 6.” The report has been prepared in compliance with the revised general guidelines(E/C.12/991/1/1) concerning the form and contents of report to be submitted under the International Covenant on Economic, Social and Cultural Rights, articles 16 and 17, as adopted by the Committee on Economic, Social and Cultural Rights.
