(UNA002-03108) Monitoring, Evaluation, Risk Management and Statistical Verification Unit.
The Monitoring, Evaluation, Risk Management and Statistical Verification Unit was established in 2009 to ensure in-depth measurement and analysis of all Department targets.
The post is proposed as part of the restructuring of the Department, which includes the establishment of a new Monitoring, Evaluation,Risk Management and Statistical Verification Unit in New York.
The establishment of the Monitoring, Evaluation, Risk Management and Statistical Verification Unit allowed for the centralized collection and analysis of data to ensure standards are in place and being met.
The Advisory Committee was informed that, in response to General Assembly resolution 61/245, and as recommended by OIOS, the Department had, as a matter of priority, begun work on the establishment of a robust monitoring, evaluation,risk analysis and statistical verification function.
The establishment of the Monitoring, Evaluation, Risk Management and Statistical Verification Unit allowed for centralized collection and analysis of data to ensure that established standards were being met.
The Advisory Committee recalls that, in its first report on the proposed programme budget for 2010-2011, it was informed that, in response to General Assembly resolution 61/245 and as recommended by OIOS, the Department had begun work on the establishment of a robust monitoring, evaluation,risk analysis and statistical verification function(see A/64/7, para. I.73).
The Monitoring, Evaluation, Risk Management and Statistical Verification Unit was established in 2009 and ensures in-depth measurement and analysis of all Department for General Assembly and Conference Management targets.
During its consideration of the Secretary-General ' s proposals for 2012-2013, the Committee wasinformed that a monitoring, evaluation, risk management and statistical verification capacity had been established, within existing resources, at Headquarters and in Geneva.
The newly formed Monitoring, Evaluation, Risk Management and Statistical Verification Unit will address this issue in the context of an overall review of the reporting requirements and timely monitoring and evaluation of programme performance.
The Department is hopeful that positive developments under way, such as the progress in the integrated conference management systemprojects and the establishment of the Monitoring, Evaluation, Risk Management and Statistical Verification Unit, will contribute to further improvements in the United Nations conference management systems and processes in the years to come.
The Department ' s Monitoring, Evaluation, Risk Management and Statistical Verification Unit, established in 2008, is undertaking an in-depth analysis of this issue with a view to ensuring that all data introduced into the data warehouse is completely accurate and comparable;
The United Nations Office at Geneva Divisionof Conference Management has established a Monitoring, Evaluation, Risk Management and Statistical Verification Section to, inter alia, monitor efficient utilization of resources, including conference facilities.
(b) Monitoring, evaluation, risk management and statistical verification: performance of monitoring, evaluation, risk management and statistical verification tasks and provision of vetted data to the global data warehouse in order to contribute to the efficient utilization of conference-servicing resources;
In this connection, the Committee notes from paragraph 2.47 of the budget document that a Monitoring, Evaluation,Risk Management and Statistical Verification Unit is to be created, from within existing resources, at the United Nations Office at Geneva.
The Monitoring, Evaluation, Risk Management and Statistical Verification Unit at Headquarters has also initiated mandate reviews and evaluations, focusing on productivity and work processes, to identify areas in which process re-engineering and harmonization across all duty stations can be introduced, with emphasis placed on efficiency gains.
The second project, which has only recently started, aims to harmonize the Department ' s expectations as they pertain to a monitoring, evaluation,risk assessment and statistical verification function, the goal of which is to build in-house capacity to carry out monitoring, risk assessment, statistical reporting, self-evaluation, etc.
The Monitoring, Evaluation, Risk Management and Statistical Verification Unit under subprogramme 2 at Headquarters has initiated a central data collection and reporting system with which the Department can begin to do both vertical and horizontal analyses in order to further understand and harmonize operations and to develop strategies aimed at reducing the impact of operational crises.
(d) The outward redeployment of a P-2 post from the Monitoring, Evaluation,Risk Management and Statistical Verification Unit to subprogramme 4(the Meetings Support Section) to head the digital Production Unit(see table 2.6, item 2).
The proposed establishment of the Monitoring, Evaluation, Risk Management and Statistical Verification Unit in New York in the biennium 2008-2009 will directly address this issue in the context of an overall review of all the relevant statistical indicators and reports.
These data will be compiled and analysed by the monitoring, evaluation, risk management and statistical verification team in order to address the concerns raised, identify opportunities and risks and make recommendations to senior management.
The Committee encourages the Secretary-General to ensure thatthe monitoring, evaluation, risk management and statistical verification entities make the best possible use of the new information technology tools at their disposal to further streamline the Department ' s operations, identify potential areas of risk and highlight opportunities for efficiencies.
(a) The establishment of a new P-2 post to perform the monitoring, evaluation,risk management and statistical verification functions based on audit recommendations of the Office of Internal Oversight Services with respect to the Conference Management Service, Vienna, and in line with the successive establishment of this function throughout the Department(as at Headquarters and in the Conference Management Service, Geneva);
The Secretary-General also proposes the establishment of a new P-2 post, in the United Nations Office at Vienna, to perform the monitoring, evaluation,risk management and statistical verification functions with respect to the Conference Management Service based on audit recommendations of the Office of Internal Oversight Services, which is in line with the successive establishment of this function at Headquarters and the United Nations Office at Genevaibid., para.
(h) Increased internal communication and sharing of data: reports developed from the global data warehouse and by the Monitoring, Evaluation,Risk Management and Statistical Verification Unit are shared with all senior managers, as are monthly internal management reports and document and meeting management reports, facilitating the comparison and better understanding of the operations at all duty stations and enabling managers to make informed decisions regarding the allocation of resources.
(c) Evaluation, statistical indicators and data verification: development of a system providing statistical indicators on meetings, interpretation, documentation, translation, text-processing, editing, reproduction and distribution in order to help managers to better understand tendencies and the current situation in their respective fields and to contribute to the creation and implementation of a Division-wide comprehensive integrated database linking the meeting and documentation areas;
