It also recommended that sufficient resources be allocated to national agencies responsible for the prevention, investigation, prosecution and adjudication of transnational organized crime so thatthey would have the necessary means to implement effectively the provisions of the Organized Crime Convention and the Protocols, including, in particular, the provisions on special investigative techniques and witness and victim protection.
