Approximately 44% of EU budget support payments relate to variable tranches.

To this end, the indicators used for variable tranches should require a meaningful effort from the recipient country.
In this respect, the Commission appropriately applied the 2017 BS guidelines on indicators to be used for the disbursement of variable tranches(section 4.4.3 and Annex VIII).
Therefore, the relevance of variable tranches depends on whether these performance indicators measure meaningful results.

V The disbursement requests for variable tranches contain an analysis on the fulfilment of agreed conditions and performance indicators.
