Would the Commission and the Council not agree that a tradable quota system,informed by economic and environmental rationale with an ecosystem-based management, could, on the one hand, preserve valuable marine resources for present and future generations while, on the other hand, offering some solace to the productive and efficient fishermen who are crying out for reform?
 The EU and US share many objectives and interests in the marine Arctic,providing common ground for cooperative transatlantic action in areas such as promoting integrated, ecosystem-based management, supporting the inclusion of indigenous peoples in decision-making, and tackling the biggest underlying problem of Arctic governance: climate change.
Based on this prerequisite, I strongly believe that the future conservation policy needs to move away from short-termism and explore the use of new tools and approaches such as multi-annual andmulti-species approaches, ecosystem-based management, stronger and more effective technical measures, efficient fleet policy mechanisms and appropriate control arrangements which can ensure a level-playing field.
It is therefore necessary to consider, in the context ofthe CFP review process, fostering the principle of sustainability within the CFP and developing an ecosystem-based management, in order to ensure sustainable, sound and healthy ecosystems in Community waters by restoring and/or maintaining their characteristic structure and function, productivity and biological diversity.
