IT Madam President, I voted for this report because I agree with the rapporteur that the scheme of control and enforcement adopted by the Convention on future multilateral cooperation in the North-East Atlantic fisheries must be swiftly transposed into EU law.
The Scheme of control and enforcement contains such measures and applies to all vessels used or intended for use for fishing activities conducted on fishery resources in areas defined in the Convention.
The North-East Atlantic Fisheries Commission at its Annual Meeting on 15 November 2006 adopted a recommendation establishing a scheme of control and enforcement(hereinafter called'the Scheme') applicable to fishing vessels operating in areas beyond the limits of the national jurisdiction of the Contracting Parties in the Convention Area.
The Annexes to the NEAFC scheme of control and enforcement in respect of fishing vessels fishing in areas beyond the limits of national fisheries' jurisdiction in the convention area adopted by the NEAFC set out the formats for communicating data and models for certain inspection tools which should be adopted at Community level.

I voted for the report on the proposal for a regulation laying down a scheme of control and enforcement applicable in the area covered by the Convention on future multilateral cooperation in the North-East Atlantic fisheries, to which the EU is a signatory, because I believe that that scheme needs to be incorporated into EU law.
Regulation(EU) No 1236/2010 of the European Parliament andof the Council laying down a scheme of control and enforcement applicable in the area covered by the Convention on future multilateral cooperation in the North-East Atlantic fisheries transposes into Union law the Scheme of control and enforcement adopted by the NEAFC.
Regulation(EU) No 1236/2010 incorporates into Union law the provisions of the Scheme of control and enforcement(the Scheme) established by a recommendation adopted by the North-East Atlantic Fisheries Commission(NEAFC) at its Annual Meeting on 15 November 2006, and subsequently amended by several recommendations at the Annual Meetings in November 2007, 2008 and 2009.
The North-East Atlantic Fisheries Commission, at its 17th annual meeting on 17, 18, 19 and 20 November 1998, adopted two recommendations establishing a scheme of control and enforcement applicable to fishing vessels operating in areas beyond the limits of the national jurisdiction of the Contracting Parties in the Convention area( hereinafter called" the Scheme"), and a programme to promote compliance by non-Contracting Party vessels with its recommendations in order to ensure full respect for conservation and management measures adopted by the NEAFC( hereinafter called" the Programme");
The schemes of control in use by regional fisheries organisations should be transposed into Union law in such a way as to avoid the delays and legal loopholes which arise as a result of complicated procedures.
