The Working Group continued the preparation of a draft protocol on strategic environmental assessment(SEA) on the basis of a revised version of the substantive articles for such a protocol prepared by the Bureau(MP. EIA/AC.1/2002/3),as well as the draft elements included in document MP. EIA/AC.1/2001/3, prepared by the secretariat.
Elements reflected in paragraphs 63 to 67 of document MP. EIA/WG.1/2000/16 should also be included.
Following the outcome of a general debate on document MP. WAT/1997/15, the Meeting of the Parties set up another drafting group, composed of representatives of Germany, Hungary, Netherlands, Poland, Portugal, Russian Federation and Switzerland, and chaired by Germany, to further elaborate, with the assistance of the secretariat, the draft work plan for consideration by the Meeting.
For easy reference, amendments andadditions to the annex to document MP. WAT/2001/3- CP. TEIA/2001/3 are marked as follows.
The letter expressed concern that the relevant figures in document MP. PP/WG.1/2003/7 should not be interpreted too rigidly and requested the Working Group, through its Chairman, to mandate the secretariat to allocate additional resources to the servicing of the compliance mechanism if this proved to be necessary.
In the discussion on article 1 on the objective of the protocol it was decided that the text in document MP. EIA/AC.1/2001/5 would be used as a basis for further discussion.
Water-related disease" refers to any significant and widespread adverse effects on human health, such as death, disability, illness and disorders, caused directly or indirectly by the condition, or changes in the quantity or quality, of any waters.The categories of water-related diseases that were considered by the drafting group are described in an explanatory note see document MP. WAT/AC.1/1998/6 and EHCO 020102 F, repectively.
The Working Group, in discussing the article 2 on definitions as included in document MP. EIA/AC.1/2001/3, found that the first six paragraphs should remain as they were.

The Meeting of the Parties is invited to provisionally apply the draft rules of procedures as included in document MP. EIA/1998/1 until it formally adopts them see item 6 below.
We, therefore, remain concerned by the concept embodied in document MP. PP/2002/9, paragraph 39, about the enhancement of"synergies" between the compliance procedure in this treaty and procedures under other agreements.
It requested the drafting group to take into account documents MP. WAT/1997/15/Add.1 and 2, document MP. WAT/1997/17 and written proposals circulated during the meeting.
Given the ratification statusof the Convention and the Protocol on Water and Health(see the analysis in document MP. WAT/2003/5 on achievements under the Convention), the Second International Conference on Sustainable Management of Transboundary Waters in Europe recommended that"More should be done so that countries that are not yet Parties to the Convention and its Protocol, particularly newly independent States and Balkan States, ratify these legal instruments.
Took note of the review of activities on bilateral andmultilateral cooperation under the Convention as contained in document MP. WAT/2000/2 as well as the outcome of the workshop on bilateral and multilateral cooperation(Bonn, Germany, 13-14 September 1999);
Acknowledged the topicality andpriority of the issues elaborated in document MP. WAT/1997/3/Add.1 as well as their importance for enhancing the implementation of the Convention and the approximation of non-Parties to the Convention;
The Working Group was informed that the planned Conference on Cyanobacteria(see annex IV in document MP. WAT/WG.4/2004/5- EUR/5047016/2004/5) could unfortunately not be held due to difficulties in the host country Portugal.
This report andthe associated paper for the Monitoring Tailor-made IV conference(see document MP. WAT/2003/12) set out the principal findings of the workshop in the form of lessons learnt for future projects of this type and reflections on the implications for transboundary monitoring and assessment.
It should be noted that two other documents, submitted to the Parties for consideration at their third meeting,are closely related to the present evaluation: document MP. WAT/2003/10 with proposals for updating the guidelines, and document MP. WAT/2003/11 on the lessons drawn from the implementation of the pilot projects on monitoring and assessment.
