Regional technical consultations on draft ISPMs have been organized since 2002, initially in Near East and North Africa, and in the Asia regions.
The SC agreed to develop a discussion paper(See Agenda 9.3, Conceptual challenges in standards development in terms of implementation) to facilitate this discussion,which would be based on the experience gained by the SC from their work on the development of both draft ISPMs.
The main objective of the SC is to prepare draft ISPMs according to the standard-setting procedures in the most expeditious manner for adoption by the Commission.
In 2003, the technical consultation of regional plant protection organizations(TC-RPPO) recommended that FAO regions, where there are developing countries, be given the opportunity to have capacity-building workshops on draft ISPMs with more participation of RPPOs in these workshops.
The main objective of the SC is to prepare draft ISPMs according to the standard-setting procedures in the most expeditious manner for adoption by the CPM.
Justification for this is as follows:- an email address needs to be unique and identify an actual individual as nominated by the contracting party;- it reduces the chances of getting non-authorized people communicating on behalf of the OCP as they have access to the generic e-mail;- there is a certainty that the OCP agreeswith the official communication, i.e. the official approval is clear this is particularly important when receiving national comments on draft ISPMs and receiving nominations to IPPC meetings.
To keep a good balance of SC and IC related topics,specifically draft ISPMs, National Reporting Obligations'NROs, capacity development initiatives and other relevant presentations.
In 2013, the content of these regional workshops changed as they covered a wider range of issues than the review of draft ISPMs with a view to strengthening the competences of the Contracting Parties on IPPC issues.
