The rising criminality in member States of the Commonwealth of Independent States and related crises in economic, social and other spheres of public life, the increase in crime and the growth in activities of organized criminal groups with strong interregional andtransnational criminal networks led the Commonwealth of Independent States to adopt the Inter-State Programme of Joint Measures to Combat Crime for the Period 2000-2003.
It takes account of the 2000-2003 Inter-State programme of Joint Measures to Combat Crime approved by a decision of the CIS Council of Heads of State of 25 January 2000, and the programme of action of the Republic of Belarus and the Russian Federation to implement the Treaty on the establishment of a Union State of 8 December 1999.
In implementation of section VI(Monitoring mechanism), paragraph 6.1 of the Programme, the Ministry of Internal Affairs developed a plan of action to implement the Inter-State Programme of Joint Measures to Combat Crime for the period from 2000 to 2003, which was approved by presidential order No. 219 of 7 July 2000.
In accordance with the provisions of the Inter-State Programme of Joint Measures to Combat Organized Crime and Other Dangerous Crimes in the Territory of the Countries Members of the Commonwealth of Independent States to the Year 2000, the Ministry of Internal Affairs of Kyrgyzstan, together with other countries members of the Commonwealth, took measures to suppress the illicit manufacturing of and trafficking in arms and explosives.
Pursuant to paragraph 6.1of chapter VI(Monitoring mechanism) of the Programme, the Ministry of Internal Affairs of the Republic of Belarus elaborated a Plan of action to implement the Inter-State Programme of Joint Measures to Combat Crime for the Period 2000-2003, approved by decision No. 219 of the President of the Republic of Belarus of 7 July 2000.
The adoption by the CIS Council of Heads of State of the Inter-State Programme of Joint Measures to Combat Crime for the Period 2000-2003 and of the Programme of CIS Member States to Combat International Terrorism and Other Forms of Extremism up to the Year 2003 constitutes the basis for the further development of cooperation in combating crime, international terrorism and other forms of extremism.
Crucially, at the regional level, various joint initiatives had been launched to combat terrorism, drug trafficking,illicit migration and smuggling under the Inter-State Programme of Joint Measures to Combat Crime for the Period 2003-2004 and the Programme of the Members of the Commonwealth of Independent States(CIS) for Combating International Terrorism and Other Manifestations of Extremism to the Year 2004.
The CIS member States have developed an Inter-State Programme of Joint Measures to Combat Crime and a Programme to Combat International Terrorism and Other Forms of Extremism up to the year 2003, in accordance with which they have joined forces and devised a set of measures directed against the activities of transnational criminal groups, the prevention of crimes in the area of illegal migration, the smuggling of drugs, arms, ammunition and explosives.
