Furthermore, at the international level Member States are encouraged to take action against persistent perpetrators through the imposition of sanctions and other targeted measures.

The first session of the workshop concentrated on the issue of so-called persistent perpetrators, namely, those who had been listed for five or more years in the annexes to the Secretary-General's annual reports on children and armed conflict.
On the basis of the toolkit and Ambassador de la Sablière's recommendations, participants discussed generally therange of options available to the Security Council and its Working Group for dealing with persistent perpetrators.
While efforts by some persistent perpetrators to address the commission of grave violations are welcome, further decisive and immediate action is needed to halt these violations, and to ensure that persistent perpetrators are brought to account.
In situations where there are no existing sanctions committees,the Security Council is urged to consider means by which targeted measures may be applied against persistent perpetrators of grave violations against children.
Importantly, in that resolution,the Council also reaffirmed its intention to take action against persistent perpetrators, including by enhancing communications between the Working Group on Children and Armed Conflict and the sanctions committees.
The Resident Coordinator or Special Representative of the Secretary-General for a specific country could be invited to brief the Security Council or its Working Group, in person or via video link,on progress made in terms of persistent perpetrators active in the country;

The Council expresses deep concern that certain parties persist in committing violations and abuses against children, andexpresses its readiness to adopt targeted and graduated measures against persistent perpetrators, taking into account the relevant provisions of its resolutions 1539(2004), 1612(2005) and 1882 2009.

Thirdly, progressive and incremental measures could be taken by the Working Group on children and armed conflict, with the support of my Special Representative for Children and Armed Conflict, to develop close cooperation with national andinternational courts to address persistent perpetrators who have not taken concrete steps to halt grave violations.
