The Library and Reference Unit, which has been operational since late 1995, serves as a documentation and research centre for the three organs of the Tribunal as well as for defence counsel.

While the consultants are concerned about the existence of two separate loan desks,they understand that the physical limitations of the library building combined with the close proximity of the United Nations/specialized agencies loan desk on the second floor to the United Nations collection as well as the United Nations/Specialized Agencies Reference Unit would make it difficult to merge the two loan desks.
