The proposed amendments aim at transposing into Regulation No. 49(Revision 6)the provisions regarding OBD threshold limits(OTLs) that are specified in Regulation(EU) 133/2014 and not yet included in Regulation No. 49 and the decision of the European Commission on the date of introduction of the Particulate Matter(PM) OTLs.
The emphasis at all these facilities has been to conduct regular inspections, testing and indoor air quality monitoring to ensure that all asbestos-containing materials remain encapsulated and do not become friable, andthat the fibre count in the air remains well below industry-established safe threshold limits.
In order to demonstrate the efficient monitoring of an emission control system or component,the failure of which may result in tailpipe emissions exceeding the appropriate OBD threshold limits, the manufacturer shall make available the deteriorated components and/or electrical devices which would be used to simulate failures.
