The overall aim of the Trade Development subprogramme is to reduce the main internal and external obstacles to trade and economic cooperation in the UNECE region and to promote economic integration in Europe.

The Trade Development subprogramme is undertaking a baseline study in 2003 to find out how the 30 UN/CEFACT recommendations on trade facilitation and e-business have been implemented in member States.

The Trade Development subprogramme supports the elaboration of inter-governmental recommendations, norms, standards and legal instruments in the facilitation and promotion of trade, and the reduction of technical barriers to trade, both in the region and internationally.

In implementing the Trade Development subprogramme, the Trade Development and Timber Division enjoys well-structured cooperation and coordination with the other trade-related organizations in the United Nations system, especially with UNCTAD, International Trade Centre(ITC), FAO, UNCITRAL, World Bank and International Telecommunication Union ITU.
The two charts below describe current cooperation between UNECE and other UN andinternational bodies under the Trade Development subprogramme and the Industrial Restructuring and Enterprise Development subprogramme. .
In 2003, the Trade Development subprogramme will continue its work on norms, standards and recommendations, but will also look at some of the social implications of economic development as called for in the Millennium Declaration, in particular by promoting"an open, equitable, rule-based, predictable and non-discriminatory multilateral trading system," especially in economies in transition.
This document is divided into two sections,the first being a review of the implementation of the Trade Development subprogramme and the second being a review of the implementation of the Industrial Resutructuring and Enterprise Development sbuprogramme.
There are also a range of subregional groupings, such as the Central European Initiative(CEI), Southeast European Cooperative Initiative(SECI) and the CIS secretariat, with whom the Trade Development subprogramme cooperates for the benefit of mutual Member States.
She also listedcited severaltrade policy related projects, to which the UNECE trade development subprogramme hads contributed during the reported periodpast year, such as research on regional trade agreements and the 2005 review of the OSCE's commitments in the economic sphere.
As it was agreed at the 2003 session of the Committee that each year a different sub-programme would be highlighted, this year the Trade Development subprogramme will be highlighted with presentations giving an overview of the work. and its objectives.
The UNECE Trade Development subprogramme is implemented by the Committee for Trade, Industry and Enterprise Development which has two subsidiary bodies with activities of potential interest to the Inland Transport Committee, these being the United Nations Centre for Trade Facilitation and Electronic Business(UN/CEFACT) and the Working Party on Regulatory Cooperation and Standardization Policies WP.6.
The third part consists of summary tables of these specific activities andcan be found in documents TRADE/2004/4/Add.2(for the Trade Development Subprogramme) and TRADE/2004/4/Add.4 for the Industrial Restructuring and Enterprise Development Subprogramme. .
