The sixth transitional article provides that the national councils for children and adolescents, persons with disabilities, women, indigenous peoples and nations, Afro-Ecuadorians and Montubios(coastal peasants) will become national equality councils and that their structures and duties shall be adjusted accordingly, in line with the Constitution.
Following the adopted of Act No. 70 of 1993,giving effect to transitional article 55 of the Constitution, the work done by the national Government, in consultation with the Black communities, to combat racial discrimination and the lack of opportunities for this ethnic group has been quite considerable, as may be seen from the following table.
In its transitional Article 2, the Act establishes that persons who, at the time the Act takes effect, are not entitled to orphans' pensions because they are over the age limits of their particular schemes, but fall within the new age requirements, will be entitled to apply for the benefit, provided they meet other legal requirements.
