Where Galileo is concerned, the exploitation phase for the initial services will start gradually in 2014.

It is also necessary to indicate the amount required between 1 January 2014 to 31 December 2020 to financecompletion of the deployment phase of the Galileo programme and the exploitation phases of the Galileo and EGNOS programmes.
However, the European GNSS Agency in its current form cannottake over immediately the programme management tasks of the exploitation phase as its current mandate is limited to security and market-related issues and it does not have sufficient financial and human resources.
It should also perform tasks which the Commission may confer on it by means of one or more delegation agreements covering other various specific tasks associated with the programmes,including tasks associated with the exploitation phases of the systems and promotion of the applications and services on the satellite navigation market.
As regards security governance,the launch of initial services and the transition from the deployment to the exploitation phase have raised challenges that need to be properly addressed in order to maintain and improve the appropriate level of security for the operation of the EGNSS systems.
(9) The Galileo programme includes a definition phase which is complete, a development and validation phase due for completion in 2013, a deployment phase which was launched in 2008 andis due for completion in 2020 and an exploitation phase which should be launched progressively from 2014/15 for a fully operational system in 2020.
The best option for providing a governance frameworkis to add the programme management tasks of the exploitation phase to the existing security and market-related responsibilities of the European GNSS Agency.
