The Commission has also been deeply involved in preparing a reinforced EU engagement in Bosnia and Herzegovina after the closure of the Office of the High Representative,and has actively participated in the Peace Implementation Council.
In February 2008, the Peace Implementation Council decided to postpone the closure of the Office of the High Representative.
Recalling its conclusions of 10 November 2008, the Council urged Bosnia and Herzegovina to maximise its efforts to complete fulfillment of the five objectives andtwo conditions set by the Peace Implementation Council Steering Board.
The Council also pointed out that the Peace Implementation Council had listed five objectives and two necessary conditions for closure of the High Representative's Office.
The Council calls on Bosnia and Herzegovina to meet the outstanding objectives and conditions which remain necessary for the closure of the OHR,in line with the statement by the Peace Implementation Council on 18 and 19 November 2009.
In order to achieve this aim, the Council for Peace Implementation, acting on behalf of the international community, drew up the list of five objectives and two conditions which Bosnia Herzegovina must fulfil before any change can be achieved.
We support the agreements which have been achieved and we urge the political representatives to continue theirefforts with a view to the next meeting of the Council for Peace Implementation's management committee, which will take place at the end of June.
In February 2008, the Peace Implementation Council(PIC) decided to make the closure conditional on Bosnia and Herzegovina's progress on addressing five specific objectives and two specific conditions(signing of the SAA and a stable political situation).
Rather, the objective should be that the requirements andconditions imposed on Bosnia by the Council for Peace Implementation should be fulfilled so that it is possible to transform the High Representative's office into the office of the EU's special representative.
We saw this earlier in the adoption of the two police laws, for example, which prepared the ground for signing the Stabilisation and Association Agreement, or the solution of the Brcko issue, which marked the accomplishment ofone of the essential objectives defined by the Council for Peace Implementation.
The Council welcomes the outcome of the meeting of the Peace Implementation Council Steering Board held in Sarajevo on 22/23 May, including the decision of the Supervisor of Brcko to suspend his functions and the accompanying closure of the High Representative's office in Brcko.
The Council remained fully committed to the transition from the OHR to a reinforced EU presence as soon as the fulfillment of the five objectives andtwo conditions set by the Peace Implementation Council is complete and stressed that the transition could be within reach in the months ahead.
The crisis escalated in December 1997 at the Peace Implementation Council meeting in Bonn, where the International Community(as defined in the Dayton Agreement) agreed to give the High Representative in Bosnia sweeping powers, including the right to fire elected leaders.
The recently appointed High Representative/EU Special Representative, Miroslav Lajčak, who took up office at the beginning of July, set as his initial and immediate priorities,in line with the concerns of the Steering Board of the Peace Implementation Council and of the Council of the European Union, the creation of a constructive political climate and the restructuring of the police force.
The future of the OHR is a matter for the Peace Implementation Council to decide, but it is clearly in the interest of Bosnia and Herzegovina to reach a point where the OHR will no longer be needed, thus paving the way for a stronger EU presence and for realising the EU perspective of the country.
The Mission, supported by the European Community's institution-building programmes,would thus contribute to overall peace implementation in Bosnia and Herzegovina, as well as to the achievements of the Union's overall policy in the region, notably the stabilization and association process.
