The development, production anddissemination of European statistics shall be governed by the following statistical principles(Art 2):.
Regulation(EC) No 223/2009 requires Member States to comply with the statistical principles and quality criteria specified in that Regulation.
Established statistical principles shall be used in protocol design, analysis and evaluation of clinical trials, unless justified.
European statistics should be developed,produced and disseminated in accordance with the statistical principles as set out in Article 338(2) TFEU.
The statistical principles need to design and analyze experiments are beyond the scope of this book, but they have have not fundamentally changed in the digital age.
At Community level, the Commission(Eurostat)shall ensure the production of European statistics according to established rules and statistical principles.
These principles are similar to the statistical principles of Regulation( EC) No 223/2009 of the European Parliament and of the Council of 11 March 2009 on European statistics( 1).
Regulation(EC) No 223/2009 provides for a reference framework for European statistics andrequires Member States to comply with the statistical principles and quality criteria specified in that Regulation.
( ii) determined in the ESCB 's statistical work programme; and( iii) developed,produced and disseminated in conformity with the statistical principles referred to in Article 3a;
It also aims at promoting the application of best international statistical principles, methods and practices by all producers of European Statistics in order to optimise their quality.
In this context, attention needs to be paid not only to the performance ofthe tasks of the ESCB and to its independence, but also to the statistical principles provided in this Regulation.
European statistics should be developed,produced and disseminated in accordance with the statistical principles as set out in Article 338(2) TFEU, while national statistics should also comply with Member State law.
The details of the surveys referred to in the first and third subparagraphs may be established►M4 in accordance with the procedure referred to in Article 18(2)◄,account being taken of sound scientific and statistical principles.
(1e) The development,production and dissemination of European statistics are governed by the statistical principles of professional independence, impartiality, objectivity reliability and cost-effectiveness.
The Commission approves the sample size proposed by the Member States but it does not have sufficient documentation about how they calculated it,what assumptions were made and whether calculations were in line with statistical principles.
European statistics should be developed,they are developed and disseminated in accordance with the statistical principles laid down in Article 338 paragraph 2 TFEU, while national statistics should also comply with the law of the Member States.
With a view to minimising the reporting burden and guaranteeing the coherence necessary to produce European statistics, the ESS and the ESCB cooperate closely,while complying with the statistical principles as set out in Article 2(1) of the Regulation.
Third, the ECB must minimise the reporting burden involved,in conformity with the statistical principles that govern the develop ment, production and dissemination of statistics by the ESCB( see Article 3a of Regulation( EC) No 2533/98).
Article 2a Cooperation with the ESS To minimise the reporting burden and guarantee the coherence necessary to produce European statistics, the ESCB and the ESS shall cooperate closely,while complying with the statistical principles laid down in Article 3a.
I would add here that only statistical data that have been collected and collated in the same way,in accordance with statistical principles, can be reliable and transparent, and will not be affected by short-term interests or passing priorities.
The Code, which goes beyond the application of minimum standards, recommends certain institutional and organisational arrangements for the production of statistics by NSIs and is also intended to enhance the quality of thesestatistics by promoting the application of best international statistical principles, methods and practices.
The« Public commitment with respect to the ESCB 's statistical function» featured on the first page of thestatistics section of the ECB 's website states the statistical principles and ethical and quality standards to which the ECB and the NCBs are committed when performing their statistical tasks.
The Commission(EUROSTAT) shall implement information and communication activities relating to implementation of the specific objective referred to in Article 3(2)(f), its actions and results when they pertain to the collection of data, development, production and dissemination of European statistics,in compliance with the statistical principles laid down in Regulation(EC) No 223/2009.
Article 3a Statistical principles underlying European statistics produced by the ESCB The development, production and dissemination of European statistics by the ESCB shall be governed by the principles of impartiality, objectivity, professional independence, cost-effectiveness, statistical confidentiality, minimisation of the reporting burden and high output quality, including reliability and the definitions of these principles shall be adopted, elaborated on and published by the ECB.

In line with the amendment of Council Regulation( EC) No 2533/98, concerning the collection of statistical information by the ECB, which was adopted by the Council of the EU on 9 October 2009 following the ECB 's Recommendation ECB/ 2008/9,the amended public commitment contains the definitions of the statistical principles governing the production of European statistics by the ESCB.

In writing.-(ES) With this report, the European Parliament is taking another step forward in terms of transparency by asking the Commission to apply more rigorously the European Statistical Code of Practice, which will strengthen the independence, integrity and accountability of national statistics institutes and of the Commission(Eurostat),in order to promote the application of best international statistical principles, methods and practices by all producers of European statistics in order to optimise their quality.
