Backstopping of peace-keeping operations at Headquarters: core and variable elements.
In paragraphs 6 to 11 of document A/49/717, the Secretary-General discusses the question of backstopping of peace-keeping operations.
The backstopping of peace-keeping operations comprises a spectrum of activities carried out by offices within the Secretariat in support of these operations. .
In section V of the Secretary-General's report(A/48/470/Add.1),reference was made to 630 posts required for the backstopping of peace-keeping operations.
The activities include peacemaking and backstopping of peace-keeping operations in Africa, as well as cooperation with the Organization of African Unity OAU.
The Nordic countries welcomed the Secretary-General's intention to increase the financing of backstopping of peace-keeping operations over the regular budget.
With regard to the question of the backstopping of peace-keeping operations, the Secretary-General's submission in connection with the support account was awaiting the decision of the General Assembly.
The Advisory Committee was informed that additional requirements related to backstopping of peace-keeping operations are estimated at $5 million.
The Nordic countries welcomed the Secretary-General's efforts to present a comprehensive overview in his report of the scope and use of the support account andthe regular budget for the administrative backstopping of peace-keeping operations.
Her delegation supported a reduction in the estimated $5 million in additional requirements for the backstopping of peace-keeping operations, as it had not been considered or decided upon by Member States.
In fact, the Administration is of the view that contribution at the existing rate is insufficient to fund the actual requirement of posts for Headquarters backstopping of peace-keeping operations.
In his report(ibid., paras. 4-14),the Secretary-General discusses the question of backstopping of peace-keeping operations which, as indicated therein,"comprises a spectrum of activities carried out by offices within the Secretariat in support of these operations.
The Committee inquired as to the rationale for including a provision for growth in the regular budget resources programmed for backstopping of peace-keeping operations.
The Advisory Committee had inquired into the basis for the estimate of $5 million for the backstopping of peace-keeping operations and the criteria used and had considered various options, including the deletion of that amount, but had decided against such a recommendation.
Also, a realistic appraisal of the actual resource requirements of the support account should include the assessment of the contribution of the regular budget to backstopping of peace-keeping operations.
Among the options that may merit consideration when revisiting the financing formula could be the establishment of a separate budget for backstopping of peace-keeping operations at Headquarters, together with separate assessments of Member States and credits to them for any unencumbered balances.
In paragraph 7 of his report, the Secretary-General indicates that net additional requirements of $6.0 million are foreseen, which relate to a number of activities of the Organization,including backstopping of peace-keeping operations.
Since 1991, the overload posts for Headquarters backstopping of peace-keeping operations have been financed by the inclusion in the respective budgets for each active peace-keeping mission of an amount equal to 8.5 per cent of the cost of the civilian staff component of that mission.
The regular budget has always provided resources in support of the managerial,legal and administrative backstopping of peace-keeping operations, even when they were few and far between.
Urgently reiterates to the Secretary-General its request in its resolution 48/226 A, paragraph 3, to submit to it, no later than 26 April 1994, a report containing clearly defined criteria which will ensure transparency in the use of the support account andthe regular budget for the backstopping of peace-keeping operations.
The Advisory Committee recommends that another attempt be made to clarify, in a comprehensive manner, the issues raised in connection with the rationale, scope,and funding of backstopping of peace-keeping operations, taking into account, inter alia, the comments of the Advisory Committee in the paragraphs above.

Mr. TOYA(Japan) said that he was fully aware of the need to rationalize the operation of the support account taking into account the real needs existing at Headquarters with regard to the backstopping of peace-keeping operations, and that he accepted the proposal on that subject submitted by the Secretariat in so far as the justification for it and the structure envisaged were concerned.
He emphasized that, contrary to the views expressed by Member States,the Secretary-General had conducted a comprehensive review of support account requirements taking full account of the changing nature of the backstopping of peace-keeping operations at Headquarters.
In line with that position, proposals are made for 1996-1997 that 26 additional posts performing core functions for the backstopping of peace-keeping operations, both in the Department of Peace-keeping Operations(19) and in the Department of Administration and Management(7), be transferred from the support account for peace-keeping operations to the regular budget.
Take note of the results of the Secretary-General's comprehensive review of backstopping requirements at Headquarters in the light of the changing requirements for and the nature of backstopping of peace-keeping operations(paras. 24-26, table 7 and annexes);
Notes that the preliminary estimate includes a provision to reinforce backstopping of peace-keeping operations, and requests the Secretary-General, in preparing his proposed programme budget for the biennium 1996-1997, to base his request on such decisions as the General Assembly may take on the question of criteria for sharing the costs of backstopping peace-keeping operations; .
The Nordic countries supported the proposal to pay special attention to the economic and social sectors, including the United Nations New Agenda for the Development of Africa in the 1990s; human rights andhumanitarian affairs; backstopping of peace-keeping operations; and strengthening of the internal oversight functions.
