The Committee adopted the consolidated draft resolution contained in document A/49/23(Part VI), chapter IX, paragraph 34, as a whole, as amended, without a vote(see para. 27, draft resolution III). Statements in explanation of their Governments' position were made by the representatives of the United Kingdom of Great Britain and Northern Ireland and the Libyan Arab Jamahiriya.
In particular, it is gratified that the informal consultations held with the administering Powers- the United Kingdom andthe United States- and the European Union, concluded in an agreement on the consolidated draft resolution on small Territories and the draft resolution on economic and other activities which affect the peoples of Non-Self-Governing Territories, respectively.
While he realized that the question of Guam and the matter of the consolidated draft resolution were obviously related, he wished to emphasize that the agreement which the United States delegation andthe Special Committee had reached was to the effect that the consolidated draft resolution would be adopted by consensus that same day, and consideration of the question of Guam would be postponed.
